Subject: Planning Commission Review using the SCP
Dear Santa Monica City Council members,
At a recent meeting, the Planning Commission discussed our desire to reviewed
projects for consistency with the Sustainable City Plan. As you know, the Sustainable
City Plan is a City Council adopted policy that outlines a comprehensive approach to
enhance our resources, prevent harm to the natural environment and human health,
and benefit the social and economic well-being of the community for the sake of current
and future generations.
The Planning Commission finds it of important significance to include an analysis of a
projects consistency with the Sustainable City Plan in the proposals that come before
us. Because the Sustainable City Plan is not a legally binding document, the city
attorney has advised us that we cannot review a project based on this analysis unless
specifically authorized by Council. We request that Council direct staff to recommend
criteria for determining consistency with the Sustainable City Plan and to authorize the
Planning Commission to review projects with this consistency in mind.

The following motion was unanimously approved at the November 19, 2007 Santa
Monica Task Force on the Environment meeting:
Motion: The Santa Monica Task Force on the Environment strongly supports the request
of Councilmember McKeown that Council direct staff to recommend criteria for analyzing
planning and land use decisions for consistency with the Council adopted Sustainable
City Plan, such that objective sustainability evaluations of policies and projects may be
added to Planning Commission and City Council staff reports on such matters.
