Subject: Designation of Uses and Appropriation of $176,633 of State Citizens'
Option for Public Safety (COPS) Funding.
Recommended Action
Staff recommends that the City Council Appropriate and approve uses for $176,633 of
2006 State COPS funds. The report also requests authorization to utilize the State
COPS funding for the purchase of new crime mapping applications, online crime
mapping system and related equipment for mobile data computers.
Executive Summary
COPS grant funding is provided for front-line law enforcement expenses that are not
funded as part of the normal budget process. The Police Department is completing a
reorganization of its patrol functions and as a result of the new patrol plan, has identified
needed technology enhancements. The funding will be utilized to implement an
advanced crime mapping system that will provide real time crime mapping data to
officers in the field via their mobile computers, and real time mapping of incident data to
the public via the Police Department's website, as well as enhancements to the crime
reporting system that will improve efficiencies in capturing data and allow for the public
to complete online crime reports via the Police Department's website. The approximate
cost would be $176,633.
Discussion
State Citizens' Option for Public Safety (COPS) funds are provided to local jurisdictions
to help finance front-line law enforcement expenses that are not funded as part of a
jurisdiction's regular budgeting process: The City has received annual State COPS
funds allocations since 1996. Uses for the State COPS funds that a jurisdiction
received must be formally approved and designated by the jurisdiction's governing body
at a public meeting.
