Subject: Adoption of Resolution Authorizing the Execution of 2007 Metropolitan
Transportation Authority Call for Projects Grant Documents
Recommended Action
Staff recommends that the City Council adopt the attached resolution authorizing the
City Manager to act on behalf of the City of Santa Monica on matters associated with
the administration and implementation of various grant-funded programs awarded
through the 2007 Metropolitan Transportation Authority (Metro) Call for Projects.
Executive Summary
In 2007, Metro held a "Call for Projects" for the first time in six years. Historically, the
Call for Projects has been one of the City's best opportunities to compete for Federal,
State and County funding that is passed through Metro and Caltrans to local agencies.
For the 2007 Call for Projects, the City submitted seven applications and supported
three Westside Cities Council of Government (COG) applications. On September 27,
2007, Metro released its funding recommendations, which included five City-led projects
totaling $7,765,000 in Fiscal Years 08/09 through 12/13. The obligation of
approximately $3,170,000 in local match funding from various non-general fund sources
will be considered as part of future fiscal year budgets.
Background.
In 1977, the City of Santa Monica entered into a Local Agency-State Agreement for
Federal-Aid Projects agreement with the State Department of Transportation (Caltrans),
which calls for a resolution to be adopted authorizing the City Manager to execute
Program Supplement Agreements for each project receiving Federal funds. In 1996,
the City Council adopted a resolution which provided authority for the City Manager with
blanket authority to act on behalf of the City for all matters associated with Intermodal
Surface Transportation Efficiency Act (ISTEA). In 1998, ISTEA was re-authorized as the

Transportation Equity Act for the 21st Century (TEA 21) and is expected to continue as
the Safe, Accountable, Flexible, and Efficient Transportation Equity Act (SAFETEA).
On March 23, 2004, Council once again adopted a blanket resolution, reaffirming the
City Manager's authority to execute grant related documents.
Since 1991, the City has received numerous grants from the Metro Call for Projects
under various grant-funded programs, including the ISTEA program and its successor
legislation including funding for the Santa Monica Urban Runoff Recycling Facility,
Phase II, Palisades Bluff stabilization, Gateway Improvement Project, and the Pier
Bridge and California Incline. In addition, the City receives local entitlement funds each
year under the Surface Transportation Program -Local (STPL).
In order to better keep Council informed of grant awards, staff will bring forward specific
resolutions authorizing the City Manager to execute grant-specific documents.
Discussion-
On January 25, 2007, the City submitted applications for seven City projects and
collaborated with the Westside Cities Council of Governments on three projects. At the
September 27, 2007 Metro Board meeting, the following projects were awarded grant
funding from the 2007 Metro Call for Projects.
Downtown Santa Monica Bike Transit Station (FY 08-09 through FY 09-10)

Local Match Obligation: $904,000
Description:
This project is for design and construction of a store front bike center in a
downtown Santa Monica parking structure with. attended and self parking for
bicyclists. The center would also include other clean mobility services to the
downtown Transit Mall and commercial district.

School Based Bicycle Training (FY 09-10 through FY 10-11)

Local Match Obligation: $45,000
Description:
This program will provide training for students on how to safely ride bicycles on
City streets. Training will include rules of the road, on bicycle training and route
selection.
Replace 20 Diesel 40-foot Busses with Alternative Fuel (LNG) Buses
(FY 09-10 through FY 10-11)

Local Match Obligation: $1,580,000
Description:
Funding will replace the ten buses eligible for replacement consistent with the
City's fleet management plan. With this funding BBB can replace an additional 10
diesel buses, leaving 88 diesel buses remaining for replacement (or 45% of the
total fleet). Complete replacement of BBB's diesel bus fleet with alternative fuel
buses is anticipated by 2016.
Santa Monica Real Time Beach Parking Signs (FY 08-09 through FY 10-11)
Grant Amount Recommended: $533,000
Local Match Obligation: $287,000
Description:
This project will design and construct real time parking and travel information for
motorists traveling to .Santa Monica beach parking lots on the Pier, Ocean
Avenue and Palisades Beach Road. Metro staff is recommending only partial
funding.
Ocean Park Boulevard, Main Street, Neilson Way Signal System Upgrades
(FY 11-12 through FY 12-13)
Grant Amount Recommended: $933,000
Local Match Obligation: $234,000
Description:

This project includes the ihstallation of signal modifications and communication
improvements needed to bring the streets onto the Advanced Traffic
Management System.
Bike Technology Demonstration Project (FY 08-09 through FY 10-11)
Grant Amount Recommended: $279,000 (for Santa Monica)
Local Match Obligation: $120,000 (from Santa Monica)
Description:
This project was prepared by and for the City of Santa Monica and was.
supported by the Westside Cities Council of Governments. This project is for
design, installation and evaluation of several bicycle technologies within the City
of Santa Monica and development of tool kit for use by the Westside Cities.
Financial Impacts and Budget Actions
Local match funding will be considered as part of future fiscal year budgets. Staff
preliminarily identified potential sources from existing capital accounts, Propositions A &
C local return funds and local entitlement funds, such as STP-L. Staff currently does
not anticipate requiring General fund sources for these future obligations.
