Subject: Award of Contracts for the Colorado Ocean Relief Sewer Construction

Recommended Action
Staff recommends that the City Council:
1. award a construction contract to Steve Bubalo Construction Company, Inc., the
best bidder, in the amount of $8,442,150 plus a 10% contingency for a total
amount not to exceed $9,286,365;
2. authorize the City Engineer to issue any necessary change orders to the
construction contract to complete additional work within budget authority; and
3. authorize the City Manager to negotiate and execute a professional services
agreement with Tetra Tech, Inc., for construction management and construction
inspection services for a total amount not to exceed $1,502,000.
Executive Summary
An existing 30-inch diameter sewer main in Colorado Avenue handles nearly fir/o-thirds
of all wastewater flows in the City. This sewer main runs southerly under the western
portion of the Holiday Inn site at 120 Colorado Avenue, then under the I-10 Freeway,
crosses beneath the former Rand Corporation property and connects to a recently

rehabilitated sewer main in Ocean Avenue. This existing sewer line was damaged
during the 1994 Northridge earthquake and does not have the capacity to meet the
future needs of the City. The Colorado Ocean Relief Sewer Project will include the
construction of a new relief sewer line and the rehabilitation of the existing sewer pipe to
provide additional capacity and system redundancy for this important infrastructure
asset. This project is funded by wastewater funds and a grant from the Federal
Emergency Management Agency.
Discussion
The City's public sewer system consists of more than 150 miles of underground pipes
ranging from 6-inches to 72-inches in diameter. The Colorado Avenue/Ocean Avenue
Sewer Main is the backbone of the City's northern sewer system. Constructed in
1950's, this sewer main collects all wastewater from the northern portion of the City.
The existing sewer main does not have sufficient capacity to serve future needs of the
City. Therefore, this project will construct a new relief sewer main approximately
parallel to the existing Colorado Avenue/Ocean Avenue Sewer Main.
At the intersection of Colorado Avenue and 1St Court, several sewer pipes converge into
an existing 30-inch diameter sewer main which runs under the Interstate 10 Freeway,
across the westerly corner of the former Rand Corporation site to Ocean Avenue where
it connects to a recently rehabilitated sanitary sewer main on Ocean Avenue. This 30-
inch diameter sewer main suffered .damage during the Northridge earthquake and is in
need of rehabilitation. The City attempted to repair the 30-inch sewer main and was

unable to repair it, in part, because of the high flows. Once the new relief sewer system
is operating, the 30-inch sewer main can be repaired and used as a back- up to the new
relief sewer. The new relief sewer will be constructed as an inverted siphon under the
Interstate 10 Freeway and will have sufficient capacity to serve the anticipated sewer
flow needs of the City.
Previous Council Actions
On February 28, 2006, City Council approved Contract No. 8565 (CCS) with Black &
Veatch in the amount of $800,000 to design the project. After extensive analysis, City
staff determined that the best approach to meet the City's sanitary sewer needs from
both an engineering feasibility and cost-effectiveness standpoint was to construct a new
sewer main from Colorado Avenue, under the eastern portion of the Holiday Inn site,
under the I-10 Freeway, under the former Rand property, and connecting to the sewer
main in Ocean Avenue. Black & Veatch completed the design and bidding documents
in July 2007.
On August 8. 2006, City Council adopted a Resolution of Necessity to acquire a sewer
easement for the Colorado/Ocean Avenue Sewer Relief Project from Felcor Hotel Asset
Company, LLC, for the property located at 120 Colorado Boulevard, site of the Holiday
Inn.

Contractor Selection
A Notice Inviting Bids was published in the Santa Monica Dailv Press on August 10 and
11, 2007, and the bidding document was sent to nine public plan rooms. The Notice
Inviting Bids was posted on the Civil Engineering and Architecture Division's webpage.
Thirty contractors requested bid documents and sixteen companies attended the pre-bid
job walk. The City Clerk's office received eight sealed bids on September 19, 2007, and
the Deputy City Clerk publicly opened and read the following eight bids:

The bid document required documentation of at least three projects similar in nature to
the Colorado Ocean Relief Sewer Project. Steve Bubalo Construction Company, Inc.,
supplied the City with the names of previous similar projects. These projects included
the Baseline Feeder Extension South Pipeline Project for the San Bernardino Valley
Municipal Water District, Colden Avenue Relief Truck Sewer for the Los Angeles County

Sanitation District, and the FY 2004/2005 Sewer Reconstruction Project for the City of
Laguna Beach.
The reference agencies were contacted and all respondents reported that the
company's work was completed in a timely and cost-efficient manner while maintaining
consistent quality. The Center for Contract Compliance confirmed that Steve Bubalo
Construction Company, Inc., is in good standing and capable of handling labor
compliance issues. The State Contractors License Board also verified that company's
license is current, active, and in good standing.
In order to expedite the project to comply with FEMA requirements and to minimize
traffic impacts, westbound Colorado Avenue will be detoured at Second Street to
Broadway. Pedestrian access and access to adjacent businesses will be maintained in
this area. One eastbound lane on Colorado Avenue between Ocean Avenue and
Second Street will be maintained during construction work on Colorado Avenue
providing access to the hotel.
Construction Management Selection
The City requested Statements of Qualifications for construction management and
construction inspection services on July 19, 2006. Ten firms submitted Statements of
Qualifications, which were reviewed and rated by Environmental and Public Works
Management (EPWM) staff. Selection criteria included direct experience on similar
projects, staffing efficiency, cost of services, technical competence, understanding of

the project's scope, approach to the work, qualification. of proposed staff, and the ability
to meet required time frames. The top four firms qualified for the Colorado Ocean Relief
Sewer Project were invited to interview with the City. Staff from EPWM interviewed the
four firms on August 7 and 8, 2007. Tetra Tech, Inc., is the top ranked firm.
Tetra Tech, Inc., is recommended to provide construction management and
construction inspection services. Their services will include public outreach,
construction management, material testing, and continuous inspection of the
contractor's work. Tetra Tech, Inc., has relevant experience working on underground
utilities projects for the cities of Long Beach and Oceanside, as well as the Vallecitos
Water District. City staff contacted references and all respondents reported that the firm
provided exceptional construction management and inspection services.
In addition, Tetra Tech, Inc., has provided excellent services to the City of Santa Monica
on several similar sanitary sewer projects, including the repair of Earthquake Damaged
Sanitary Sewer Main Projects 8, 9, 11, 12, 13, 14A, and 15B. Their familiarity with the
City, participation in its community outreach program and previous direct involvement
with other City construction projects, offer the City an integrated approach to
construction management.

Budget/Financial Impact
Funds in the amount of $10,788,365, including $9,286,365 for construction and
$1,502,000 for construction management and inspection services are available in the

Funds from AB1600 are eligible for this project since the project will increase the
capacity of the existing sanitary sewer system. Grant funds from FEMA must be
expended by December 31, 2008. The installation of the new relief sewer and
rehabilitation of the existing sewer main will provide an operations and maintenance
cost savings. The new sewer will operate more efficiently and will require less
maintenance and fewer repairs in the future.
