Subject: Award of Abatement Contract for Subsurface Abatement Services for the
Big Blue Bus Expansion Project
Recommended Action
Staff recommends that City Council:
1. award an abatement contract to General Environmental Management, Inc., for
subsurface abatement services in the amount of $655,380 plus a 10%
contingency for a total amount not to exceed $720,918; and,
2. authorize the Director of Environmental and Public Works Management to issue
any necessary change orders to complete additional work within budget
authority.
Executive Summary
The Big Blue Bus Campus Expansion Project commenced in September 2007.
Construction of the maintenance building and associated site improvements are
currently underway. As part of the Big Blue Bus Campus Expansion project, all soil
excavation will. be monitored by Environmental Network Corporation, Inc., under
Agreement No. 8804 (CCS). Soil sampling tests have confirmed that some of the
boring locations have contaminated soil; however, all contamination locations and levels

cannot be confirmed until excavation. If any contamination or hazardous materials are
discovered in the soil during construction, a subsurface abatement contractor is
required to perform the abatement, transportation and disposal of materials. Funds for
this contract in the amount of $720,918 are available in the Big Blue Bus Campus
Expansion account.
Discussion
The Big Blue Bus is in the process of implementing the Transportation Service
Improvement Plan, which includes expanding its services to alleviate overcrowding of
buses and improving transit services within the Big Blue Bus service area. Studies
were initiated in 1996 to evaluate the Big Blue Bus facility expansion and upgrade
needs. The expansion plans are based on a system-wide transit study and input from
public outreach meetings. Construction of the maintenance building and associated site
improvements (phases two through four) are key components in the Big Blue Bus
expansion plan.
In September 2007, Morley Construction Company commenced construction of the
campus expansion that includes the demolition of the 612 Colorado Avenue building,
installation of a new underground storm water runoff mitigation system, construction of a
new 65,000 square foot maintenance building with offices, the demolition of the old
maintenance building and paving and restriping of the bus yard. Phase one, the
construction of the Access Center building on the southwest corner of the site, was

completed in August 2007
was completed in Fall 2003.
Construction of the Big Blue Bus Fuel and Wash Facility
Phases two through four will involve excavation, which will require the abatement of
hydrocarbon and volatile organic compound impacted soils, transportation and disposal
of contaminated soils, and abatement services related to lead and asbestos containing
materials. Various soil sampling tests have confirmed some of the boring locations
have contaminated soil; therefore, there is a high probability that contaminants will be
encountered during excavation. All contamination locations and levels cannot be
determined in advance, as the entire project area would require complete excavation.
Previous Council Actions
On May 9, 2006, City Council authorized execution of a Design-Build Contract No. 8592
(CCS) with Morley Construction Company to design and construct the Big Blue Bus
Expansion Project. Under this Guaranteed Maximum Price contract, Morley
Construction Company was authorized for the design-build contract only. Independent
hazardous materials inspection consultants and abatement contractors are required
under separate contracts.
On April 24, 2007, City Council approved the Guaranteed Maximum Price Amendment
for the construction of the maintenance building and site improvements.

On July 24, 2007, City Council approved Agreement No. 8804 (CCS) with
Environmental Network Corporation, Inc., for environmental management services for
the Big Blue Bus Facility Expansion Project. Environmental Network Corporation, Inc.,
is responsible for inspection and monitoring of soil excavation, and for soil sampling. A
separate subsurface abatement contactor is responsible for mitigation, abatement and
removal.
Contractor Selection
Notice Inviting Bids were published in the Santa Monica Daily Press on August 13 and
14, 2007, and the bid package was sent to nine public plan rooms. The Notice Inviting
Bids was also posted on the Civil Engineering and Architecture Division's webpage.
Fourteen contractors requested bid packages and three sealed bids were received by
the City Clerk's office and publicly opened on September 12, 2007, by the Deputy City
Clerk.
Due to the fact that the exact scope of work will not be known until excavation, the City's
bidding documents requested contractors to respond with their rate amounts for
personnel, equipment, transportation, disposal and asbestos abatement. Environmental
and Public Works Management staff then applied quantities to the rates based upon the
schedule and projected excavation amounts. The same quantities were applied to each
bid and the resultant contract amounts are reflected below:

Staff recommends General Environmental Management, Inc., as the best bidder.
General Environmental Management, Inc., has performed these services for the City of
Santa Monica and other municipalities and has demonstrated a comprehensive grasp of
the project. The company specializes in soils abatement and has extremely qualified
personnel. Reference agencies were contacted and all respondents reported that the
company's work was completed in a timely and cost-efficient manner while maintaining
consistent quality. The State Contractors License Board also verified that company's
license is current, active, and in good standing.
General Environmental Management, Inc., has extensive experience, including
experience with the Big Blue Bus site during the Access Center construction. Other
related projects include excavation, transportation and disposal of 25,000 tons of
contaminated soil for the City of Santa Fe Springs and a 60,000 ton contaminated soil
project at the United States Naval Base in San Diego.
Budget/Financial Impact
Funds in the amount of $720,918 are available in account 0410104.589100 (Campus
Expansion).
