Subject: Award of Contract for Water Main Replacement
TNTRODUCTTON
This report requests the City Council to award a contract for
Water Main Replacement: Fiscal Year 1985-86 Projects to Bobco
Construction Company, the low bidder in the amount of
$834,200.00.
BACKGROUND
During the 1985-86 budget process the City Council appropriated
funds in the amount of $1,695,000 (Project No. 671-920) for Water
Main Replacement. The facilities designated for replacement are:
9th Court, Wilshire Boulevard to Santa Monica Boulevard
10th Court, Wilshire Boulevard to Arizona Avenue
11th Court, Wilshire Boulevard to Santa Monica Boulevard
12th Court, Wilshire Boulevard to Santa Monica Boulevard
Euclid Court, Wilshire Boulevard to Santa Monica Boulevard
Fourteenth Court, Wilshire Blvd. to Santa Monica Boulevard
Fifth Street, Ocean Park Boulevard to Bay Street
Pacific Street, Four Street to Sixth Street
Hollister Avenue, Fourth Street to Sixth Street
Yale Street, Wilshire Boulevard to Santa Monica P1./North

The water mains are old, unlined cast iron, are inadequate for
the required fire protection and have deteriorated to the point
that replacement at this time is prudent. The replacement pipe
material will consist of cement lined ductile iron.
This project with the exception of Yale Street was previously
bid and rejected due to the proposed use of asbestos/concrete as
the pipe material.
A Notice Inviting Bids was published on April 9, 10, and 11,
1986. Plans and specifications were issued to 17 contractors and
9 construction advertising services including 6 which advertise
mainly to minority contractors. Five bids were received and read
publicly by the Deputy City Clerk on May 8, 1986.
Bids received were:
1. Bobco Construction Co. $834,640.00*
2. Brkich Brothers Const. $846,470.00
3. Sully-Miller Construction $902,630.00
4. Dorfman Construction Co. $951,330.00
5. Doty Brothers Equip. Co $1,158,462.00
* The actual sum of the items was $834,200.00.
The low bidder has worked previously for the Santa Monica, has
performed satisfactorily and is a minority contractor. One of
the other bidders is also a minority contractor.
This project is categorically exempt from CEQA requirements.
FUNDS REQUIRED
The funds required for this project are:
Contract $834,200.00
12% Contingency $100,000.00
TOTAL $934,200.00

RECOMMENDATIONS
Staff recommends that the City Council:
1. Award the contract for Water Main Replacement at:
9th Court, Wilshire Boulevard to Santa Monica Boulevard
10th Court, Wilshire Boulevard to Arizona Avenue
11th Court, Wilshire Boulevard to Santa Monica Boulevard
12th Court, Wilshire Boulevard to Santa Monica Boulevard
Euclid Court, Wilshire Boulevard to Santa Monica Boulevard
Fourteenth Court, Wilshire Blvd. to Santa Monica Boulevard
Fifth Street, Ocean Park Boulevard to Bay Street
Pacific Street, Four Street to Sixth Street
Hollister Avenue, Fourth Street to Sixth Street
Yale Street, Wilshire Boulevard to Santa Monica P1./North
to Bobco Construction Company in the amount of $834,200.
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work as required in an
amount not to exceed the funds available in conformance
with the Administrative Instruction on Change Orders.
