SR-05271986-6I (2)GS:SES:JAS Council Meeting: May 27, 1986 T0: Mayor and City Council FROM: City Staff MAY 2 7 ~~a6 Santa Monica, California SUBJECT: Recommendation to Award Contract for Traffic Signal Modernization and Installation at Various Locations and the Construction of a Concrete Barrier at Barnard Way Introduction This report requests that the City Council award a contract for traffic signal modernization and installation at various locations and the construction of a concrete barrier on Barnard Way to C. T. & F., Inc., the lowest responsible bidder, in the amount of $205,750. Background Funds received from a Federal Hazard Elimination grant in the amount of $240,300 and the City's match of $26,700 were appropriated for FY1984-85 to upgrade traffic signals at the following locations: 4th, 5th and 6th Streets and Santa Monica Boulevard 4th Street and Colorado Colorado and Broadway at 11th Street Ocean Park Boulevard and Neilson Way Improvements consist of installing new signal heads, solid state controllers and installation of improved curb ramps and other sidewalk repair which will increase vehicle and pedestrian safety and enhance traffic control at the above intersections. In FY 1983-84 the City Council approved the construction of a concrete barrier at the curve on the south end of Barnard Way to protect pedestrians from vehicular traffic. The project was - 1 - '" MpY ~ 7 138i delayed from 1983 until now so as to be compatible with the Ocean Beach Improvements construction project. In an effort to save administrative costs and avoid further delays, staff combined this project with the traffic signal installation project. A Notice Inviting Bids was published on March 17 and 18, 1986, in the Evening Outlook and in five construction journals. The notice was also sent to four minority business associations. Plans and specifications were issued to eight contractors. Bids were opened and read publicly on April 21, 1986, by the Deputy City Clerk. Three bids were received as follows: Traffic Signals Barrier Total C. C. T. & F., Inc. has successfully completed various traffic signal projects for the City. Award a contract for traffic signal installation and modernization at various locations and construction of concrete 'oarrier on Barnard Way to C. T. & F., Inc., the lowest responsible bidder, in the amount of $205,750; and 2. Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders.
