SUBJECT: AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND EXECUTE
A CONTRACT WITH UCLA FOR THE REMODELING OF THE UCLA BUS
TERMINAL
Introduction
This report requests that the City Council authorize the City
Manager to negotiate and execute a contract, in the maximum
amount of $86,000, for the remodeling of the UCLA bus terminal,
located near the intersection of Hilgard Ave, and Strathmore Dr.
in Westwood.
Background
Currently five Big Blue Bus routes operate from the Santa
Monica/West Los Angeles area to the UCLA bus terminal, located
near the intersection of Hilgard Ave, and Strathmore Dr. in
Westwood. The bus terminal was originally built in the early
1930's, shortly after the opening of UCLA. Although use of the
bus terminal has grown substantially over the years, the
passenger amenities remain similar to those first conceived at
the time of the facility's construction. The portion of the
terminal housing the drivers' restroom was closed several years
ago, causing bus drivers to make a longer trip to the restrooms
in the UCLA Administration Building.

Surveys conducted by UCLA indicate that almost two-thirds of the
students that travel to UCLA by bus, or about 12 percent of the
student body, ride Big Blue Buses to campus. Since UCLA students
and workers represent a significant segment of SMMBL's patronage,
City staff requested and received approval for $100,000 in
Transportation Development Act (TDA) funds from the Los Angeles
County Transportation Commission to remodel and upgrade the bus
terminal. It should be noted that TDA funds are allocated to the
Municipal Bus Lines based on its service area, including UCLA.
This project was also approved by the City Council as part of the
Municipal Bus Lines FY 1986 budget.
During the past fiscal year, City staff has had numerous
discussions with UCLA staff concerning improvements to the
terminal and the Municipal Bus Lines' role in helping finance
such a project. It was agreed that the City would contract with
UCLA for the remodeling. Based on discussions with UCLA staff,
it is expected that the contract will include the building of a
new drivers' restroom, installation of modernized passenger
seating, improvement of terminal lighting and the inclusion of
bus information for prospective passengers. In order to develop
the architectural and engineering drawings which will provide the
basis for the contract and the remodeling, the City has issued a
purchase order in the amount of $14,000. This leaves a maximum
of $86,000 to be expended on the rest of the project.
In addition to referencing agreed upon architectural and
engineering plans, the contract will also specify that in no
event will the City's contribution to the remodeling project

exceed $86,000. In return, UCLA will agree to maintain the
facility without charge to the Municipal Bus Lines and will agree
to keep the facility open for at least 10 years or return to the
City a proportional share of the project cost.
Financial Impact
The City Council authorized $100,000 in the FY 1985-86 Capital
Improvement Budget for this project (Account
#41-750-658-000-919}. City staff has already authorized $14,000
to be spent for planning and the development of
architectural/engineering drawings by UCLA staff to be
incorporated into the contract, leaving a maximum of $86,000 to
be expended on the project. Although part of the FY 1986 budget,
these funds have been carried over to FY 1987.
Recommendation
City staff recommends that the City Council authorize the City
Manager to negotiate and execute a contract with UCLA in the
maximum amount of $86,000 for the remodeling of the UCLA bus
terminal.
