SR-092507-1BCity Council Meeting: September 25, 2007 Agenda Item: j ~B To: Mayor and City Council From: Barbara Stinchfield Subject: Resolution Authorizing Contract Amendment for Senior Nutrition Program Recommended Action It is recommended that the City Council: 1. adopt the attached resolution authorizing the submittal of amendment documents to the County of Los Angeles Department of Community and Senior Services for funding for FY 2007-08; and 2. authorize the City Manager to negotiate and execute a contract amendment. with the County for provision of services to the elderly through the City's Senior Nutrition Program. Executive Summary On June 26, 2007, the Los Angeles County Board of Supervisors approved FY 2007-08 funding allocations for Older Americans Act (OAA) programs. These funds will be awarded through an amendment, which extends the period of performance for the 12-month term commencing July 1, 2007 through June 30, 2008. Programs funded through Los Angeles County are the Congregate Meals Program, Home Delivered Meals Program and Telephone Reassurance Program. Revenue for the City's 1 programs comes from this Los Angeles County grant, the Nutritional Services Incentive Program (N.S.I.P.), participant donations, Meals on Wheels West and the City's General Fund. The total budget for the programs is approximately $420,000. The City is required to provide a minimum 15% local match for each program, which comes from participant donations, Meals on Wheels West and the City's General Fund. Discussion Background The City of Santa Monica has sponsored the Senior Nutrition Program for the past 29 years. Every four years, the County conducts an open competitive bid process for program service, with renewal applications submitted in following years. Fiscal Year 2007-08 was expected to be an open competitive year, however, the County postponed the Request for Proposal process until Fiscal Year 2008-09. Therefore, the County is extending all current contracts from July 1, 2007 to June 30, 2008. During FY 2006-07, the Congregate Meals Program was funded to serve meals each weekday at four sites: Reed Park, Ken Edwards Center, the Senior Recreation Center and WISE Day Care Center, plus Saturday service at the Senior Recreation Center. When the park re-opened in January 2006, congregate meal service resumed at Virginia Avenue Park one day per week. The actual service level is approximately 2,497 meals per month. 2 Since 1994, the City has subcontracted the Home Delivered Meals Program to Meals on Wheels West. This arrangement is a cost effective and productive method of providing this service, given the organization's experience and broader program in delivering meals to homebound seniors. During FY 2006-07, the Home Delivered Meals Program operated seven days a week and was contracted to provide approximately 1,350 meals per month for homebound seniors in Santa Monica. During FY 2007-08, the Home Delivered Meals Program is proposed to serve an average of 1,350 meals per month. The Telephone Reassurance Program for Home Delivered Meals Program clients is also subcontracted to Meals on Wheels West. Clients are contacted to check for any questions or concerns regarding the meal program. During FY 2006-07, approximately 150 calls per month were made to clients receiving frozen meal delivery. The City expects 102 different clients to be served through this program with a reimbursement rate of $0.50 per call In February 2007, the City released a Request for Proposal for the FY 2007-10 Community Development (CD) Program grant funding cycle. The Request for Proposal called for the transition of the County Congregate Meals Program, currently operated by as-needed City staff, to an agency with a broad service base to consolidate service delivery and more effectively integrate social services and enrichment activities into the meal program at the City's four meal sites. In June 2007, the Council awarded-the grant to WISE Senior Services, a current City-funded nonprofit Santa Monica organization 3 serving senior citizens throughout Los Angeles County. City staff is currently working with County staff to transfer its contractual responsibilities to WISE Senior Services in FY 2007-08. City staff will assist WISE Senior Services in responding to the County Request for Proposal for the Congregate Meals and Home Delivered Meals programs for FY 2008-09. Previous Council Actions On June 27, 2006, the City Council adopted Resolution #10148 (CCS) and approved Contract No. 8608 (CCS) authorizing the submittal of a grant application to the County of Los Angeles Department of Community and Senior Services and authorized the City Manager to negotiate and execute a contract with the County for provision of services to the elderly through the City's Senior Nutrition Program. On June 12, 2007, the City Council approved the Final Proposed FY 2007-10 Community Development Plan, which included a grant to WISE Senior Services to operate the Congregate Meals Program. Public Outreach The Senior Nutrition Program is announced in Seascape and is detailed in the Senior Shorelines Newsletter that is prepared and mailed to Senior Recreation Center members. The Senior Shorelines Newsletter is also distributed throughout the City including the local senior service agencies and senior living facilities. 4 Budget/Financial Impact Anticipated grant receipts and the program costs are included in the FY 2007-08 Budget.
