Create Zone U, which would restrict blocks closest to Santa Monica High School with "no parking, except by permit" and allow "two-hour parking, except by permit" in the remainder of the zone. Specifically, it would include the following regulations adjacent to residential properties: A) No parking between lam and 6pm Monday through Friday, except by permit on: • Bay Street between Lincoln Boulevard and 6th Street, and • 6th Street between Pico Boulevard to deadend (eastern portion of 6th). B) Two-hour parking between lam and 6pm Monday through Friday, except by permit on: • Bay Street between 6th and 4th Streets, • Grant Street between Lincoln Boulevard and 6th Street, • Pacific Street between Lincoln Boulevard and 4th Street, • Strand Street between 7th and 4th Streets, • Kensington Road between 7th Street and Beverley Avenue, • Hollister Avenue between Beverley and 4th Street, • 7th Street between Grant Street and Ocean Park Boulevard, • Beverley Avenue between Kensington Road and Ocean Park Boulevard, and • 5th and 6th Streets between Bay Street and Ocean Park Boulevard.. 2. Approve the attached resolution creating Preferential Parking Zone U and amending Resolution 9344 CCS (Resolution of the City Council of the City of 1 Santa Monica Re-Establishing Various Preferential Parking Zones) by replacing Exhibit A. Executive Summary The residential neighborhood south of Pico and west of Lincoln, across from the Santa Monica .High School, is the last remaining neighborhood adjacent to the high school that does not have preferential parking regulations. Over the past five years, the residents to the east of Lincoln (both north and south of Pico) have been granted preferential restrictions, which has- shifted more demand for parking to this neighborhood. This area has not been granted restrictions because it is located in the California Coastal Zone, and the Commission had previously indicated that additional daytime restrictions would not be approved. However, Commission staff has recently indicated that the City could ask, clearly stating that the parking demand is from the high school and not related to beach access. A petition from the residents of the 600/700 block of Bay Street between Lincoln Boulevard and 6th Street has been active since 2001. Staff now recommends granting these residents relief in the form of preferential parking restrictions, and pre-approving the entire area south to Ocean Park Boulevard and west to (but not including) 4th Street. As additional petitions are received, preferential restrictions could be implemented. There would be an initial increase in revenue of approximately $1,620 per year from permits sold, with incremental revenue likely as additional blocks petition. 2 Discussion A petition requesting preferential parking for the 600/700 block of Bay Street was received in May 2001. In response to this petition and others received from residents in the 9th Street and Michigan Avenue area, the Transportation Management Division completed a study in 2001 of the area east of Lincoln (both north and south of Pico- Areas 1 and 2) and west of Lincoln (south of Pico to Pacific Street, and west to 4m Street-Area 3). Areas 1 and 2 are not in the California Coastal Zone, while Area 3 is in the coastal zone-the dividing boundary being Lincoln Boulevard. In addition, staff from the California Coastal Commission had made it clear that the 3 Commission would not look favorably upon any requests by the City of Santa Monica for additional daytime preferential parking within the coastal zone. For both of these reasons, City staff recommended that the Council pre-approve preferential parking restrictions in Areas 1 and 2 only, and for only one side of these streets so that spillover would be contained east of Lincoln and not move to the "coastal" area west of Lincoln. In March 2002, Council created this zone, which put preferential parking on only one side of many of these blocks. When Council enacted the regulations, they asked staff to conduct a review six months after implementation to determine the effectiveness of the regulations and to evaluate the impact of "one-side-of-the-block" preferential parking, particularly on the 1800 block of 9th Street between Pico and Michigan. This block .has approximately 50 perpendicular parking spaces adjacent to residential properties on the east side of the street, and these were left unregulated. Residents of this block were not satisfied with this situation, and repeatedly expressed their displeasure with the parking and traffic situation on their block. They complained of extremely unsafe and rude behavior by the high school students as the students attempted to secure parking spaces. They documented this behavior in many reports and studies, and in a website they created. Staff's follow-up study was completed and distributed to affected residents in April 2003. The study showed (among other things) that parking occupancies had increased significantly in the coastal area west of Lincoln. As a result of that study, a subsequent 4 survey, and neighbor comments, staff returned to Council in March 2004. At that meeting, the Council: extended regulations to include evening/overnight and weekend time periods in the four block 9t" and Michigan neighborhood, and • placed restrictions on the perpendicular parking spaces on the east side of 9th Street between Pico and Michigan, eliminating the one-side-of-the-block condition. 'Current Situation The graphic below shows the current preferential parking restrictions in the neighborhood around the high school. I 1 i i I ~ I FL_ b --~~ UI I~ ~: m 5 Though the majority of high school students take the bus to school or are dropped off, those who choose to drive now generally look for parking in Area 3, southwest of Pico and Lincoln Boulevards. This area is primarily multi-family residential, with some single- family homes. Permit parking regulations stating "No parking Monday-Friday, except by permit" have existed on 7th Street between Pico and Michigan across from the high school since 1996. (This area just. north of Pico is not part of the Coastal Zone). In additiorrto parking by high school students, customers and employees from businesses along Lincoln Boulevard park in the neighborhood. Residents have also reported that some of the Sheraton Delphina hotel visitors and employees sometimes park in the neighborhood. Under a development agreement with the City of Santa Monica; the hotel may not charge guests or visitors a parking fee, and its .employees are supposed to be able to park free in the hotel parking structure. Any persons reporting suspected violations pertaining to this agreement are referred to Code Enforcement. In the past year, staff from the Coastal Commission have indicated to both staff and residents in the neighborhood that the City of Santa Monica could approach the Commission about daytime restrictions in this area, clearly stating that the parking demand is from the high school and not from parkers seeking access to the beach. If Council decides to create this zone, staff will then file an application with the Coastal Commission. Parking occupancy counts were conducted in February 2007. The counts indicate that on-street parking on the residential streets can be difficult to find. Occupancies are 6 generally at or above 85 percent. In staff's experience, it is at this point that residents have great difficulty and frustration when seeking on-street parking on the block where they live. [ST --=' A community meeting was held on February 22, 2007. Approximately 25-30 residents attended. Residents spoke about: • the difficulties they have finding parking, especially on street-cleaning days • general poor behavior (noise and trash) of the high school students, and 7 • unsafe driving practices, such as hitting parked cars and pets. Additional comments are included with Attachment B. Other residents. have commented that the general requirements for preferential parking should be amended so that a petition is not always required for a block to get preferential parking, i.e. once an area is approved for preferential parking by the Council, implementation should automatically occur on all blocks. This would require a change in the preferential parking ordinance. Survey Residents at the meeting were divided regarding the type of restrictions (no parking, except by permit, or two-hour. parking, except by permit) and the hours of restrictions desired. Therefore, staff sent a subsequent survey. to 1,094 residential units in the neighborhood. See Attachment C. Respondents are more divided regarding what type of preferential parking they should have and what hours restrictions should begin and end. Overall, there was an 18 percent return on the survey. See Attachment D for full survey results. 8 Staffs recommendation follows the survey preferences as much as possible. Regarding start and end times, it represents a compromise which maintains consistency across the neighborhood. Staff recommends that the blocks closest to the high school get "no parking, except by permit",while the remainder of the area have "two-hour parking, except by permit". This recommendation is consisent with the survey results. Environmental Analysis The proposed project has been determined to be categorically exempt from the provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15301 (c) which was recently amended to define Class 1 exempt projects in the following way: "Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving little or no expansion of use beyond that existing at the time of the lead agency's determination..." This exemption lists as an example of "existing facilities:" "(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities." Preferential parking zones involve only the issuance of permits for the use of an existing public street and include negligible or no expansion of this existing use. Budget/Financial Impact It is estimated that area residents in the proposed zone will initially purchase approximately 108 permits at $15.00 per permit. This will generate approximately 9 $1,620 in revenue in FY 07/08 and in subsequent years in account 01415:400290. If subsequent blocks in the pre-approved zone submit petitions, additional revenue will be generated as well. The result is: cars double and triple park between 7:30 am and 8:30 am at these locations. Suggestion: The HS could create an official drop off on Olympic or somewhere else, and if the police could ticket illegal behaviors. Last month, the City of Santa Monica held a meeting with neighbors to discuss preferential parking in your neighborhood. Most neighbors felt strongly that preferential parking is needed due to non-residential parkers, and in particular, the high school students. The Transportation Management Division would now like further help in determining what types of regulations you feel would best meet your entire area's needs. (This survey is being sent to residents bounded by Lincoln, Pico, 4`h St., and Kensington/Hollister.) We would like to recommend to the Council regulations that are useful without negatively affecting neighborhood quality of life. Preferential parking can be implemented only on blocks that have submitted completed petitions and on blocks which the City Council has approved to have preferential parking restrictions.
