Subject: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Santa Monica Firefighters, Local 1109, IAFF
Recommended Action
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Santa Monica
Firefighters, Local 1109, IAFF.
Executive Summary
The current Memorandum of Understanding (MOU) with the Santa Monica Firefighters,
Local 1109, IAFF (Local 1109) expired on June 30, 2007. As per the terms and
conditions of the expired MOU, negotiations with Local 1109 to replace the expired
MOU commenced and resulted in the attached MOU. This new agreement has been
ratified by the membership of Local 1109. The MOU provides for an annual cost of
living adjustment and adjustments to other economic factors. The total cost of this MOU
is $835,011 for fiscal year 2007-2008 and is included in the adopted budget.

Discussion
This agreement is a three-year contract from July 1, 2007 through June 30, 2010. The
agreement provides fora 3.1 % cost of living adjustment for FY2007-2008; and provides
for cost of living adjustments for FY2008-2009 and FY2009-2010 based on the
Consumer Price Index (CPI) for Urban Wage Earners and Clerical Workers in the Los
Angeles-Riverside-Orange County area, with a 2.0% minimum and a 4.0% maximum.
In addition to the cost of living adjustments, the contract increases the EMT bonus by
$100/month (FY2007-2008); increases the performance incentive bonus by $100/month
(FY2007-2008); increases the HazMat Team bonus by $50/month (FY2007-2008) and
$100/month (FY2009-2010); increases the USAR Team bonus by $50/month (FY2007-
2008) and by $100/month (FY2009-2010); changes the method used to calculate
overtime whereby paid time off will count towards hours work; provides city-paid term
life insurance coverage in the amount of $75,000 (FY2007-2008); increases the
educational incentive bonus for degrees from an accredited university or college by
$50/month for an associate's degree and $100/month for a bachelor's degree (FY2009-
2010); increases the education incentive by $50/month for a Chief Officer certification
from the State Fire Marshal plus 18 units of upper division management courses from
an accredited university or college (FY2009-2010); eliminates the employee
reimbursement for the PERS -Option 2 Death Benefit and the PERS -Level 4 Survivor
benefit to give Local 1109 parity with the City's other sworn bargaining unit (police); and
makes minor non-economic changes.

Budget/Financial Impact
The total cost of the new contract term for FY2007-2008 is $835,011. Provision was
made in the FY2007-2008 budget to accommodate the results of negotiations with
bargaining units and no appropriation is necessary.

YEAR #1:
• Salaries: 3.1 % cost of living adjustment (COLA)
• EMT Bonus: Increase from $350/month to $450/month
• Performance Bonus: Increase from $200/month to $300/month
• HazMat Bonus: Increase from $150/month to $200/month
• USAR Team Bonus: increase from $150/month to $200/month
• PERS -Level 4 Survivor: City to pick-up employee reimbursement
• PERS -Option 2 Death Benefit: City to pick-up employee reimbursement
• Life Insurance: City-paid term life insurance in amount of $75,000
• Sr. Fire Inspector: Equity adjustment
• Differentials between Ranks: to address salary "compaction"
COLA, EMT bonus and Performance Bonus are received by all employees. These
adjustments to "total compensation' result in bringing Santa Monica to rank #2 among its
comparison cities based on "total compensation."
YEAR #2:
• Salaries: COLA Formula: CPI; 2% minimum; 4% maximum
• Overtime: Accrued paid time off (e.g., vacation) will count as "hours
worked" for the purpose of calculating FLSA overtime;
MOU overtime will be replaced by enhanced FLSA
overtime formula (parity with other Fire Departments)

• USAR Bonus: Increase from $200/month to $300/month

Year #1: $835,011 (includes $432,268 already budgeted for 3.1 % COLA)*
Year #2: $1,342,138 (total cost is $767,082 more than a 4.0% COLA)*
Year #3: $1,541,741 (total cost is $943,683 more than a 4.0% COLA)*
*Differentials between ranks are not included. These adjustments are part of the
City's annual classification & compensation studies that are conducted city-wide to
address salary "compaction" issues and/or bring salaries in line based on internal
alignment factors and the outside labor market.
