SR-091107-1A~~r City of Santa Monica To: Mayor and City Council City Council Report City Council Meeting: September 11, 2007 Agenda Item: From: Craig Perkins, Director -Environmental and Public Works Management Subject: Design-Build Agreement for the Pier Central Restroom Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute adesign-build agreement with T.L.D. Construction, Inc., for preconstruction services for the Pier Central Restroom Project in the amount of $270,500 plus a 10% contingency, for a total amount not to exceed $297,550. Executive Summary The Santa Monica Pier is one of Southern California's premiere attractions, drawing over 3 million visitors annually. As visitors have increased over the years, the central Pier restroom facility has become inadequate in size, deteriorated beyond practical maintenance and is in need of replacement. The project includes construction of a new Pier central restroom facility, a retail space facing the main pedestrian walkway, vending cart storage areas and a storage space for the modular stage units and chairs used for Pier events. The proposed agreement amount includes the contractor's preconstruction services and all design fees through completion of the bid documents and development 1 of a Guaranteed Maximum Price. Staff will return to City Council at the completion of the design development phase for approval of the proposed guaranteed maximum price and activation of the second phase of the design-build agreement. Construction is expected to begin spring 2008 and is expected to be completed by spring 2009. Funds for this agreement in the amount of $297,550 are available in the Pier Restroom/Multi Use Facility account. Discussion Background In March 2004, AZ Architecture Studio, Inc., was authorized to prepare conceptual designs for replacing the central restroom facility. The concept design process included meetings with the Pier Restoration Corporation (PRC), Pier users, merchants, and City staff. During this process, other Pier needs were identified including a need for storage areas for vendor carts and the modular stage and chairs used for the Twilight Dance Series and concerts. The PRC requested that the architect develop an architectural design that was both whimsical and pedestrian friendly. On November 3, 2004, the PRC approved one of three concepts proposed by AZ Architecture Studio, Inc. The proposed structure that will house the new central restroom facility and retail space includes a curved roof that mimics the roller coasters at Pacific Park. The existing central restroom and a portion of an existing retail space will be converted to vendor cart storage space and there will be new storage space for 2 storing the modular stage system and chairs. This project also includes Pier structural upgrades to support the new structure. As part of the FY 2005-06 Capital Improvement Budget process, City Council approved funding for completing the design and construction of the central Pier restrooms based on the approved concept design. Previous Council Actions On February 28, 2006, City Council approved concept design and awarded a contract to AZ Architecture Studio, Inc., to complete the design. The schematic design was approved by the Landmarks Commission and Coastal Commission on March 22, 2007, and May 10, 2007, respectively. Contractor Selection A Notice Inviting Bids for design-build services for the Pier Central Restroom Project was published on March 21 and 22, 2007, in the Santa Monica Daily Press and the Los Angeles Times. The Notice Inviting Bids was also sent to nine public plan rooms and was posted on the Civil Engineering and Architecture Division's webpage. The scope of work contained in the Notice Inviting Bids required that each bid include an integrated team of architects, engineers and construction general contractors. The City received two bids. Bids results were as follows: 3 Company Name Bid Amount A.W.I. Builders, Inc. $287,000 T.L.D. Construction, Inc. $270,500 A selection committee composed of staff from Environmental and Public Works Management, Housing and Economic Development Department, as well as the Pier Restoration Corporation reviewed the bids and interviewed the firms. Bids were evaluated based on understanding of the project's scope, direct experience on similar projects, approach to the work, technical competence, qualifications of the proposed staff and the ability to meet the desired time frames. Based on the selection criteria, the committee has identified T.L.D. Construction, Inc., as the best bidder. The firm has completed a number of similar projects involving restrooms and coordination of various building systems. The firm's design team also includes structural, civil, mechanical and electrical engineers. T.L.D. Construction, Inc., is currently working on the Big Blue Bus Transit Store. The City construction management group has confirmed that T.L.D. Construction, Inc., performs high quality work and in a timely manner. References supplied were contacted and indicated that the services performed by the proposed team were professional, within budget and timely. Previously completed projects include the City of Burbank's Children and Family Resource Center, Sierra Madre Youth Activity Center, and San Marino Elementary School. T.L.D. Construction, Inc., architect subconsultant, Ross Andrews, successfully completed design for the City of Burbank's Children and Family Resource Center, Community and Neighborhood 4 Center for the Burbank Housing Corporation, and the Education Center for Pomona Unified School District. Budpet/Financial Impact Funds in the amount of $297,550 are available in account 0300934.589000, "Pier Restroom/Multi Use Facility". The total project cost is estimated to be $2,000,000.
