Jackman, Chief. of Police Subject: Approval and Appropriation of $250,000 Grant from the California Office of Traffic Safety. Recommended Action Staff recommends that the City Council authorize the City Manager to accept $250,000 from the California Office of Traffic Safety in Support of the Selective Traffic Enforcement Program and make budgetary changes. Executive Summary In support of the City's efforts to reduce the number of deaths and injures in alcohol involved crashes, the Police Department secured a commitment from the California Office of Traffic Safety. The funds will be used to operate this one-year Selective Traffic Enforcement Program for'best practice' strategies that will be conducted on an overtime basis. These strategies are designed to earn media attention thus enhancing the overall deterrent effect. Discussion The City of Santa Monica is approximately eight and one half square miles and is a city 1 of high density, specifically during day-time hours, where a large number of vehicles, pedestrians and bicyclists share the roadways. We are also an internationally recognized destination for tourism. The program is necessary to enhance our efforts to address and reduce further incidences of injury and fatal collisions and improve our positioning in the state-wide Office of Traffic Safety rankings. We have also set a goal to increase our traffic index. Some of the programs that would be implemented are as follows: • Checkpoints and Saturation Patrols for DUI Enforcement • Red Light, Intersection, Speed, and Street Racing Equipment Operations • Standardized Field Sobriety Testing training for SMPD officers and officers from allied agencies • Street Racing Equipment Inspection training for SMPD officers The $250,000 in grant funds will be used to purchase specialized equipment to assist us in making the above referenced operations more efficient and effective. The equipment includes Mobile Citation devices and related software, additional Preliminary Alcoholic Screening devices for DUI enforcement and additional laser devices for speed enforcement. Budget/Financial Impact The following FY2007-08 budget changes will be needed to record receipt of the Office of Traffic Safety grant funding and to make it available for program use: 2 1. Establish a revenue budget in the amount of $250,000 at account number 20304.406850 2.
