13-C: Councilmembers Holbrook and O'Connor request that the City Council
change its rules to direct Staff to schedule appeals on meeting nights when
at least six Councilmembers are expected to be present. In the event that
an appeal is ready to be heard and fewer than six Councilmembers are
present, the appellant shall have the option to continue the hearing to a
future date.
