SUBJECT: Designation of Agency Treasurer
Background
On April 14,
1981, the Clty Council adopted Ordinance No. 1202
(CCS) deslgnatlng the Clty Clerk of the City of Santa Monlca to be
the Redevelopment Agency Secretary. On May 12, 1981, the Agency
ratlfied by Resolutlon, the Councll actlon with respect to the
designation
of the Agency Secretary.
The Agency Treasurer
Resolution is stlll pending.
D1Scusslon
The current delineation of duties of the Agency Treasurer,
contalned in the Agency Bylaws, is substantlally broader than the
function of the City Treasurer.
The Bylaws specify that in
addition to being charged with the responsibllltles for "... . the
care and custody of all funds of the Agency ...." (similar to the
responslblllties of the city Treasurer), the Agency Treasurer
shall keep regular books of accounts showlng recelpts and
expendltures. . . ." which, wi thin the City structure, is a function
of the Accounting Dlvislon of the Finance Department.
In order to
achieve greater coordination of all elements of the Agency's
flnancia1 activities, it may be more appropriate to designate the
City's Dlrector of Flnance as the Agency Treasurer.

Then the Agency Treasurer (Director of Flnance) can appolnt the
city Treasurer as the Agency Deputy Treasurer to admlnlster the
dally functions of the Redevelopment Agency (investments, etc.).
The
Agency
Deputy Treasurer (Clty Treasurer) w111 receive
additional compensat1on for these duties.

81-82 budget).
Recommendat1on
1. It is recommended that the city council direct the city
Attorney to prepare an amendment to Ordlnance No. 1202 (ees)
Sect10n 4 and designate the D1rector of Finance as the Agency
Treasurer instead of the eity Treasurer.
2. It 15 recommended that the C1ty Counc11 direct the City
Attorney to prepare an amendment to Ordinance No. 1202 (ces)
Section 4 and allow the Director of Finance to appo1nt an
Agency Deputy Treasurer (City Treasurer).
