SR-410-001-04 PCD:SF:f:\plan\admin\ccreport\baysidetf Council Mtg: April 9, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Appointment of Members to the Promenade Uses Task Force INTRODUCTION This report recommends the City Council appoint three Council members and one property owner representative to the Promenade Uses Task Force. BACKGROUND On January 8, 2002 the Council adopted an emergency ordinance that limited the conversion of restaurant use to any other use on the Third Street Promenade. As part of the process, the Council created a Promenade Uses Task Force consisting of three Council members, two Bayside District representatives, one Planning Commissioner and one property owner. The Task Force will facilitate a broad-based discussion to identify the appropriate mix of uses on the Promenade, and identify amendments to the Bayside District Specific Plan. The Task Force will also review the policy issues and recommend solutions with the assistance of staff and consultants. The Task Force will be jointly managed by staff from the Bayside District Corporation, Planning and Community Development Department and Resource Management Department. 1 DISCUSSION The application period for the property owner representative was open for 30 days and advertised in the California Section of the Los Angeles Times. Applications were available from the City’s web site, the Bayside District Corporation and the Planning and Community Development Department. One application was submitted and is attached to this report. The Bayside District Corporation has appointed their representatives and Planning Commission is scheduled to appoint their representative on March 27, 2002. BUDGET/FINANCIAL IMPACT While there is no budget impact attendant on making this appointment, creation of the Task Force will require consultant resources and any resulting amendments to the Bayside Specific Plan will require additional professional services expenditures. Until the Task Force meets and establishes the work plan, costs are difficult to predict. Staff will return to Council for appropriation authority and consultant selection as necessary. RECOMMENDATION It is recommended that the Council appoint the members of the Promenade Uses Task Force.
