NEGOTIATE AND EXECUTE CONTRACTS FOR BANNER ART FOR
THE THIRD STREET PROMENADE
SUBJECT:
INTRODUCTION
staff recommends that the City council authorize the city Manager
to negotiate and execute contracts with Michael McCall and J.
Michael Walker, to create banner art for the Third street
Promenade.
BACKGROUND
A key feature in the Roma Design Group plan for revitalizing the
Third street Promenade was the inclusion of a twenty-foot wide
roadway allowing occasional auto access at 15 mph. The provision
for an art banner program over this roadway was specifically
called out in the approved construction plan which encouraged
banner art by providing eighteen sets of light standards with
banner cables strung in between.

A Request For Proposals (RFP) was developed in consultation with
a Bayside District Art Banner Advisory committee, calling for
design and fabrication of three seasonal changes of banners per

corporation in an edition of 50,000 copies. Eighty comment
sheets and coupons were returned. First choice votes by the
public were as follows: Michael McCall, 26 votes; Cynthia
Harper, 22 votes; Karyn Rolstad, 18 Votes; J. Michael Walker, 11
votes; Anita MCLaughlin, 3 votes.
The Arts Commission met on september 19, 1989 and voted
unanimously to recommend Michael McCall for two sets of banners
costing a total of $25,000 and J. Michael Walker for one set
costing $16,000 based on expert opinion and public input. Two
banner cycles were recommended for Michael McCall based on the
fact that his proposal was ranked first by the public and second
by the expert Jury. One banner cycle was recommended for J.
Michael Walker based on the fact that despite being ranked fourth
by the public, the expert Jury designated his proposal number
one. The pro-rated cost differential is accounted for by the
fact that McCall originally proposed four sets for $50,000 and
Walker three sets for $50,000. The three banner displays will
rotate throughout the year. McCall's will be displayed May
through September and January through April. Walker's banners
will be displayed during the holiday season i.e. october through
December. The displays will be monitored by the Bayside District
Corporation and the monthly period may fluctuate. The Arts
commission recoInInendation of McCall and Walker was endorsed by
the Bayside District Corporation Board at its meeting of July 20,
1989. Their proposals are available for review in the council
office.

BUDGET AND FISCAL IMPACT
$41,000 for Banner Art for the Third Street Promenade is
available in account number 01-720-263-000-921.
RECOMMENDATION
This report requests that the City Council authorize the city
Manager to negotiate and execute contracts with Michael McCall
and J. Michael Walker, to create banner art for the Third street
Promenade.
