a Contract Amendment wlth EnV1com Corporat1on for
Preparatlon of the Th1rd Street Mall Speclflc Plan
INTRODUCTION
EnV1com Corporation 18 currently under contractual obllgatlon ~n
the amount of $44,515 to the Clty and $75,000 to the Tb1rd Street
Development Corporat1on for preparatlon of the Thlrd Street Mall
SpeciflC Plan.
ThlS staff report recommends that the Clty
Councll author1ze a contract modlficatlon to prov~de compensation
for addltlonal services by the EnVlcom consultant team. The
addLtLonal amount, not to exceed $18,590, w111 be avaLlable to
fund tlffie and mater1al charges for addlt10nal consultant serv~ces
expected to result from added rev~ew by C1ty Boards and
Comrn1sslons, added publ1C presentat~on of the spec1f1c plan and
the consequent lncrease 1n the term of the or~ginal contract.
BACKGROUND
The development of the Speclf1c Plan 1S a Joint plannlng effort
by the Th1rd Street Development Corporat1on (TSDC) and the C1ty
wlth Envlcom as the lead fLrm for a team of land use, econom1C,
arch1tecturaljurban des~gn, and park1ngjtraffic consultants. On

Corporat~on executed a contract for $25,000 for preparat~on of
the Mall Spec~f~c Plan. The rema~n~ng port~on of the serv~ce and
cost, $75,000, ~s an obl~gation of the TSDC. At the t~me of the
contract I s execut~on, 1t was est1mated that the plan would be
completed with~n twelve months.
Dur1ng the process of prepar1ng the plan, 1n particular the
reV1ew of the plan by C~ty Boards and Comm1ss1ons and the
extenslve public presentat10n of the plan, the consultant team
has prov1ded add1t1onal serV1ces beyond the scope of the or~glnal
contract in order to meet the h1gh level of 1nterest and scrut1ny
the plan has rece1ved to date. Addltional publ1C presentations
have ~ncluded II speclal" publ1C workshops or meet1ngs for Mall
merchants and property owners, the Th1rd Street Development
Corporatlon, Plann1ng Comm1ss1on, the Chamber of Commerce, and
the general publ1c. Th1S add1tional work has increased the term
and scope of the contract and, pursuant to adm~nlstratlve
authority, supplemental funds 1n the amount of $19,415 have been
approved to date.
DISCUSSION
PrO]ectlng the amount of future addlt10nal services that will be
requ1red under the Env~com contract, staff est1mates that up to
an addltlonal $18,590 may be necessary to complete the Th1rd
Street Mall Spec1flc Plan.
At th1S tlme 1t lS est1mated that the the Mall Spec1f1c Plan w111
be before the Clty Councll for f1nal approval in March 1986. In
the inter 1m, the consultant team W1Il prepare the Draft Mall

These documents wlll be taken before the Third Street Development
Corporat~on, Landmarks Commiss~on, Arch~tectural Rev~ew Board and
Plannlng Commission for thelr reVlew and recommendatlons to the
Cl ty CounCll.

contract wlll be billed at a tlme and mater~als basls I not to
exceed the addltional amount.
FISCAL IMPACT
Funds for the contract mod~flcatlon are avallable In account
number 01-720-263-000-914.
RECOMMENDATION
It lS recommended that the Clty Councll:
1.
Authorlze the C~ty Manager to execute a contract
amendment wlth EnVlcom Corporatlon In an amount not to
exceed $18,590 for addlt~onal serv~ces necessary to
prepare the Thlrd Street Mall Specific Plan.
