SUBJECT: Recommendation to Approve Documents Related to the
1986-87 community Development Program and to Authorize
the City Manager to Execute the Community Development
Program Contracts, the pico Neighborhood Housing Trust
Fund Agreements, the Fraternal Endeavors Lease
Agreement and the Residential security Program
Contract.
INTRODUCTION
This report transmits a recommendation to approve several
documents related to the 1986-87 community Development Program:
(1) the 1986-87 grantee workplans and budgets for 32 Community
Service programs and 3 community and Neighborhood Improvement
projects; (2) two contracts for the operation of the pico
Neighborhood Housing Trust Fund in FY 1986-87; (3) the 1986-87
Fraternal
Endeavors

detailing
its
use
of
the
neighborhood Center at 2233 Fifth Street; and (4) the 1986-87
Residential Security Program contract with Neighborhood Resource
and Development Corporation. The standard Community Development
Program contract, the Fraternal Endeavor lease agreement and the
Residential Security Program performance-based contract that have
been used in prior years will again be used in 1986-87. A copy
of all documents mentioned above are available in the Council
Office for Councilmembers' review.

BACKGROUND
In the course of approving the FY 1986-87 Community Development
Plan, the City Council approved funding for 36 Community service
programs, 3 Community and Neighborhood Improvement projects and 2
set-aside awards. Since that time staff has engaged in contract
negotiations with the approved grantees, as well as the pico
Neighborhood Association and Community Corporation regarding the
Pico Neighborhood Housing Trust Fund, Fraternal Endeavors
regarding its lease agreement and Neighborhood Resource and
Development Corporation regarding the residential security
program.
DISCUSSION
The following section outlines issues related to these documents.
1. Community Development Grantee Workplans and Budgets
The Community Development Program represents a multitude of
community service programs and neighborhood improvement
projects that are in operation or undertaken to address the
identified needs of the community. Because a grantee's
contract, workplan and budget serve to ensure that these
needs are met during the year and provide an agreed-upon
base from which both the city and the agency can operate,
the negotiation of these contracts has been a top priority
for staff during the past month.
Each grantee's proposed workplan and budget were compared to
its FY 1985-86 workplan and budget as well as its
third-quarter program-status report. In all cases staff

were looking for an appropriate level of service to Santa
Monica residents given the city's level of support and the
level of service achieved in FY 1985-86.
Because the 1986-87 community Development Program maintains
the level of service that was provided in FY 1985-86, the
majority of the agencies' objectives remain the same.
However, in specific cases, program weaknesses or areas in
need of improvement were identified and objectives
negotiated to address these concerns. These areas were
reflected in the specific proj ect contingencies that were
transmi tted to Council in early May. As in the past, a
fundraising objective to raise a minimum of 20% of the
program budget from non-City sources (15% in the case of
neighborhood associations) is required.
2. Pico Neighborhood Housing Trust Fund
Under the pi co Neighborhood Housing Trust Fund Program
Guidelines approved by the City Council on November 26,
1985, the execution of the attached agreements are required
for the implementation of the program. The first contract
provides for the disbursal of "earnest money" funds of
$30,000 to Community Corporation of Santa Monica to be used
for deposits or options on sites eligible to receive loan
funds under the pico Neighborhood Housing Trust Fund
Guidelines. The second contract is to be executed by and
between the City of Santa Monica and the pi co Neighborhood
Association and delineates the responsibilites in regards to

the operation of the pico Neighborhood Housing Trust Fund.
These contracts are identical to those approved by the City
Council in FY 1985-86.
3. Fraternal Endeavors Lease
In April 1982, Council approved the purchase of property
with CDBG funds for a neighborhood center to be operated by
Fraternal Endeavors (FE). Again with CDBG funds, City
forces renovated the building at 2233 Fifth street to
facilitate its use for this purpose. After the completion
of the renovation activities, FE, a non-profit,
public-benefit corporation, began its activities at that
location in March 1983 after Council approval of a lease
agreement.
FE has provided monthly status reports to the city,
outlining the Center's acti vi ties. These reports include
data on the hours the Center is open each day, the number of
volunteer hours contributed and the number of participants
in Center activities, as well as any problems encountered or
technical assistance needed.
Many of the activities included in FE's 1986-87 workplan are
activities that were conducted in FY 1985-86, have proven
successful and will be continued in 1985-86. There are also
several new activities including investigating the
feasibility of conducting an audio-visual program for the
teenagers of the community to instruct the youth in
rOle-playing and problem-solving situations.

FE has maintained the Center property and programs during
its three years of operation with funds raised from the
community. Problems have been minimal and all maintenance
attended to promptly.
The terms of the proposed renewal lease are identical to the
previous year's lease with the agreement extending until
June 30, 1987. A copy of this lease is available in the
council Office for Council review.
4. Residential Security Program Performance-Based Contract
In 1985-86 the City entered into a performance-based
contract with Neighborhood Resource and Development
corporation (NRDC) for the installation services related to
the City-implemented Residential Security Program. This
program consists of security audits and hardware
installation services to low and moderate income residents.
The terms of the proposed 1986-87 agreement would continue
the performance-based contract with NRDC for a total amount
not to exceed $22,600 including labor and hardware. The
City would conduct the outreach, marketing and required
administration. This contract is identical to the contract
approved by Council in FY 1985-86.
BUDGET/FINANCIAL IMPACT
Because the amount of funding for the pico Neighborhood Housing
Trust Fund, the Community Service agencies and the Community and
Neighborhood Improvement Projects detailed herein has previously

been approved by Council, no additional budgetary action is
necessary at this time. Additionally, rent paid annually to the
City by FE is $1.00. There is no other fiscal impact.
RECOMMENDATION
It is recommended that the City Council:
1. approve the FY 1986-87 grantee workplans and budgets,
the contracts for the operation of the pico
Neighborhood Housing Trust Fund and the Residential
Security Program, and the Fraternal Endeavors workplan
as transmitted to Council; and
2. authorize the City Manager to execute all documents
related to these programs.
