INTRODUCTION
ThlS report recommends that the Clty Councl1 adopt a resolutlon
transmlttlng the Land Use Plan of the Clty'S Local COastal
Program to the Cal~fornla Coastal Cowmisslon.
BACKGROUND
On May 6, 1986, the Clty Council conducted a publlC hearing on
the draft Land Use Plan (LUP) of the Local Coastal Program (LCP)
and adopted it with certain modlflcatlons.
Pursuant to Councll
dlrectlon, staff has made the text modlflcatlons, redrawn the
Land Use POllCY Map, and revlsed the seven other maps to lmprove
the graphlc q~allty. The adopted LUP (attached) lS now ready for
transmlttal
to
the
Callfornla
Coastal
Comnnssion.
It

ant1clpated that the Coastal COffiW1SS10n will act on the LUP
w1thln three months of submlttal.

BUDGET/FINANCIAL IMPACT
The recowFendations of thlS staff report have no budget or
flnanClal lmpact.
Certlflcat10n of the LUP by the Coastal
Corr~lsslon wlll allow the Clty to draw on monies approved by the
Coastal Conservancy for Pler restoratlon.
RECOMMENDATION
It 1S respectfully recommended that the Clty Councl1 adopt the
attached resolution transmlttlng the Land Use Plan of the Local
Coastal Program to the Callfornla Coastal CommlsSlon.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA TRANSMITTING THE LAND USE PLAN OF
THE SANTA MONICA LOCAL COASTAL PROGRAM TO
THE CALIFORNIA COASTAL COMMISSION
WHEREAS, in September, 1985, the CIty staff submitted a
draft Land Use Plan to the Planning CommISSIon: and
WHEREAS, on October 21, 1985, the Plann1ng CommiSSion
held a publlC hearlng on the Land Use Plan, and approved It with
certaIn modlflcat1ons; and
WHEREAS, on May 6, 1986, the C1ty Counc11 held a publlC
hearlng on the Land Use Plan, and adopted It wIth certa1n
rnod1f1catlons; now, therefore:
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE:
SECTION 1.
Pur suan t to PubllC Resources Code Sec tlon
30510, the Clty CouncIl cert~fles that the adopted Land Use Plan
of the Local Coastal program, attached hereto, lS lnt2nded to be
carr1ed out In a manner fully In conformIty wIth appl~cable law,
and that It conta1ns, 1n accordance wlth gUldel1nes establ1shed
by the Coastal CommlssIon, matar ldls sufficient for a thorough
and complete review.

SECTION 2. The Clty CouncIl does hereby author~ze the
transffi1ttal of the adopted Land Use Plan to the CalifornIa
Coastal Comm~SSlon for its conslderatlon.
SECTION 3. The Clty Clerk shall certlfy to the
adoptlon of thIS resolutIon, and thenceforth and thereafter the
same shall be In full force and effect.
