Annual ContrIbutIons Contract
INTRODUCTION
ThIS report transmIts for adoptIon a ResolutIon authorIZIng the
executIon of an amendment to the eXIstIng HOUSIng AuthorIty An-
nual ContrIbutIons Contract WIth the U.S. Department of HOUSIng
and Urban Development (HUD). ThIS amendment Includes a new a1-
locatIon of twenty-fIve (25) SectIon 8 EXIstIng CertIfIcates, and
thIrty (30) SectIon 8 certifIcates and vouchers In support of the
new HUD Rental RehabilItatIon Program.
BACKGROUND
On July 24, 1984 the CIty submItted an applIcatIon to HUD for an
addItIonal 150 certifIcates for the SectIon 8 EXIstIng Program.
On September 27, 1984 the CIty receIved notIfIcatIon that a new
allocatIon of twenty-fIve (25) Section 8 EXIstIng certIfIcates
had been granted.
In order to receive these addItIonal certlfi-
cates the HOUSIng AuthorIty must amend Its current Annual Con-
trlbutlons Contract.

In addItion, In July of 1984 the CIty submItted an applIcatIon to
HUD for a grant under the new Rental RehabIlItatIon Loan Program.
ThIS applIcatIon was accepted and the Department of HUD granted
the City $151,500 for rehabIlItatIon loans. The RehabIlItatIon
Loan Program was approved by CouncIl on October 9, 1984. In ad-
dItIon, HUD allocated one SectIon 8 certIfIcate or voucher for
each $5,000 of rental rehabIlltatlon funds. Therefore, the City
receIved nIneteen (19) SectIon 8 certIfIcates, and eleven (11)
SectIon 8 vouchers WhICh may be used In conJunctIon wIth the
rehabIlItation loan program, and may also be used for those
households currently on the Section 8 EXIstIng waitIng lIst untIl
they are needed for a rehabIlItatIon proJect. AgaIn, In order to
utIlIze these certIfIcates or vouchers the HousIng AuthorIty must
amend the current Annual ContrlbutIons Contract.
The last amendment to the Annual ContrIbutlons Contract was In
November of 1981 when the City receIved forty-four (44) unIts.
The current breakdown of SectIon 8 allocations by household type
and number of bedrooms is as follows:

The amendment wIll increase the number of unIts WhIch can be as-
sIsted In the program from 489 to 544.
In support of these Increased allocatIons on October 18th the
HousIng CommIssion formally recommended that the Housing AuthorI-
ty adopt the resolutIon to execute the amended Annual Contribu-
tIons Contract.
The marketIng, applIcatIon processIng and propertyowner payments
WIll be handled by the HOUSIng AuthorIty of the County of Los
Angeles as part of the eXIsting CooperatIon Agreement.
FINANCIAL BUDGETARY IMPACT
There IS no fInancial or budgetary Impact as a result of thIS
action.

RECOMMENDATION
It IS recommended that the HousIng AuthorIty adopt the attached
ResolutIon AuthorIzIng Execution of the Annual ContrIbutIons Con-
tract and extendIng the current General DeposItory Agreement.
