SR-12-09-1980-6Q - t!or-003-03 e ~(Q DEe 9 1980 1980 Santa Monica, California, November 20, TO: FROM: SUBJECT: Mayor and City Council City Staff Recommendation for Appropriation of $13,164 from State Gas Tax fund for Maintenance/Repair/Improvement at 1616 Ocean Avenue, City-owned Apartment Building Introduction The subject property is in need of exterior painting. The tenants also request that security gates be installed to cut down on crime and vandalism. Background The subject apartment building was purchased by the City in 1973 with gas tax funds for a proposed highway improvement project. The highway project has not been accomplished. In the interim the exterior of the building has deteriorated and now needs painting, including patching and sealing of stucco and sanding and refinishing of wood trim and rain gutters. This apartment building consists of sixteen (16) residential units and two (2) store fronts, all presently occupied. Rents range from $135 to $250 per month. The Tenants Association is requesting installation of security gates to cut down on unautho- rized entry to the premises and the subsequent crime and vandalism. The property is located in a high traffic area, including a bus stop at the building front entry. Costs have been estimated for painting and for security gates. The cost shown is for five (5) gates; it includes front, side, rear and garage entries. Alternative Actions 1. Paint the building and install security gates at all entries. 2. Paint the building and install security gates at front entry only; front entry gates cost $1,680.00. Recommendation Staff recommends the approval of alternative No.2; this will require the appropriation of $11,484.00 for exterior repair and and painting and $1,680.00 for front security gates. Total amount required is $13,164.00 to be appropriated from Gas Tax Funds. The Director, General Services Division will prepare plans, specifications, advertise and award contract in confor- mance with audit requirements of the State Gas Tax Fund. Prepared by: David L.
