Baekground
On Septenber 18, 1979, t~e Landnarks Com~ission, after
holding a p~~lic hearing~ unanimously approved a IT-o~ion to
recomnenc to the Clty Cc~ncil tha~ the fili~g fees for
Certificates of Appropriateness and for Landmark and Historic
District deslgnation be lowered. It was felt that the present
fees charged for Certificates discouraged landrrark property
owners and lessees fron applYlng to the La~d~arks CO~T;ission for
its app~cval of proposed alterations to existing landmarks.

was thought that the present $~OO filing fee ~or a Certificate
of Appropriateness was excessive for snall, inexpenslve projects,
especially w~en required for new signs or minor alterations or
painting. It was also the Co~missionfs opinion that the current
$100 filing fee for Lan~~ark designation and the $500 fee for
Historic District designation discouraged historic preservation
in Santa Monica. There would be no change in the fees for the

EnVlronmental And Flscal Impact Report.
The Co~ission, at its Septenber meetlng, approved a staff
proposal to reduce the appllcatlon fees charged to a level that
would more closely reflect the actual costs of processlng the
appllcatlons. Staff recommended and the CO~~lsslon concurred that
the followlng fees be lnstituted:
CERTIFICATE OF APPROPRIATENESS: $50 minimlli~ fee charged
plus lO% of the alteratlon
costs over $200 to a total
maXlffium $100 fee.
LANDMARKS DESIGNATION: $50
HISTORIC DISTRICT DESIGNATION: $100
Alternatives
1) Introduce the ordlnance now and subsequently adopt
the resolutlon thus reduclng fees; or
2) Allow the fee structure to remaln the same.
Reconunendatlon
It lS respectfully recommended that the Clty Council
lntroduce the ordlnance to repeal Sectlon 9620 today and then
at the second reading establish new, more reasonable fees by
adoptlng the attached resolution to become effectlve upon the
effectlve date of the ordlnance.
