INTRODUCTION
The purpose of thlS report 1S to reco~~end adoptlon of a resolu-
tion to approve an appl~catlon and proJect agreement for HlstorlC
Preservatlon Grants-In-Ald Funds to contlnue the Clty'S HlstorlC
Resources Inventory.
The fundlng appllcatlon lS for $17,900 to
fund a volunteers coord~nator and photograph1c supplles. The
Clty wlll match thlS wlth approxlmately $25,000 1n ~n-k1nd aSS1S-
tance already budgeted ~n thlS fiscal year.
ThlS grant wLll con-
tlnue efforts by Clty staff and the Landmarks Commlsslon to fully
docunent the City's h1storlC and cultural resources.
BACKGROUND
Between 1982 and 1983 the Clty completed a prellmlnary survey of
lts architectural and cultural resources using a team of 10
volunteers.
From thlS survey 2,775 sltes and structures havlng
potentlal archltectural or hlstorlcal signlflcance were lden-
tlfled.
The prlmary survey area lncluded the orlglnal City
boundarles as well as the 700 block of Adelaide Place (See Flgure
1 . ) .
Of the 660 51 tes Whlch were ldentifled 1n th1S area as
having potentlal slgnlficance, 508 have been fully researched and
documented to date.

On November I, 1984 Clty staff applied to the State's Departnent
of Parks and Recreatlon for a grant under its Historlc Resource
Survey Grants Program admlnlstered by the Off1ce of HlstorlC
Preservat1on. (The grant appllcatlon was flIed pr10r to Councll

tana Avenue (See F1gure 2.). The sltes to be surveyed wlthin the
pr1mary survey area are both residentlal and commerclal proper-
tles, wh1le the area of the Clty north of Montana Avenue has been
ldentlfled as havlng outstandlng examples of Spanlsh and Perlod
Revlval reSldences bUllt durlng the 1920's and 1930's. In addl-
t10n to 1dentlfYlng bUlldings, the lnventory wlll also ldentlfy
other elements of hlstor1c or cultural slgnif1cance includlng
unlque landscape features, street furnl ture and ll<;htlng. Upon
completlon of thls portlon of the survey, 49% of the Clty'S Sltes
and structures havlng potent1al archltectural or hlstorlcal Slg-
nlflcance w1l1 have been completed.
The Clty requested $17 1560 1n grant asslstance to be matched by
$25,059 worth of in-klnd and other services contrlbuted by the
Cl ty. The grant funds requested wlll be used to hlre a vol un-
teers coordlnator to be selected competltlvely, and for pho-
tgraphlc supplles. Approxiwate1y $8,000 of the Clty contributlon
w1ll be to utl11ze the serVlces of former Plannlng Dlrector James

w. Lunsford who lS already on reta1ner w1th the Clty, In part, to
contrlbute hlS expertlse on Santa Mon1ca's history. The remain-
109 $17,059 of the City share wlll be contrlbuted 1n-klnd by
volunteers and Clty personnel. Staff expects the volunteers to
spend 1,750 hours at an average rate of $5 per hour to complete
thlS port1on of the survey, ($8,750) and $8,309 lS the 1n-klnd
cost to the Cl ty to admlnlster the grant and mon1 tor the survey
programs. Th1S project1on lS cons1stent with actual costs to
conduct the survey work completed in 1982-83. Every effort wlll
be wade to ut111ze the volunteers who worked on the lnitial sur-
vey. Members of the City's Landrrtarks Comm1ssion wlll also be
lnvolved. A descrlpt10n of the speclf1c tasks to be completed 18
contalned 1n Sect10n B of the attached grant proposal. For the
C1ty, the project will be coordlnated by ASS1stant Planner Karen
Rosenberg, Plannlng and Zonlng D1 vis10n staff llalson to the
Landmarks Commlsslon, under the supervls10n of Carol Waldrop, the
Dlvls10n Manager.
The results of the survey wlll be used in future conslderatlon of
houslng, redevelopment, general plan and zoning issues In the
Clty. As a result of the flrst portlon of the survey, the Plan-
nlng and Zonlng Dl vislon publ1shed a walklng tour, "Exploring
Downtown Santa Mon1ca". As other port1ons of the Cl ty are sur-
veyed, add1tlonal walk1ng tours, driving tours and a sllde show
on Santa Monlca's hlstor1c resources w1ll be produced.

BUDGET AND FINANCIAL IMPACT
The admlnlstratlve and clerlcal in-klnd services assoclated wlth
the proJect are already included as part of the ongoing respon-
slbilitles of Clty staff.
Addl tlonally, the consul tlng salary
has already been allocated in a prevlously executed contract
between the Clty and Mr. Lunsford and the volunteers wlll provlde
1n-kind serV1ces.
A complete breakdown of the budget lS con-
tal.ned ln Section C of the attached grant appllcation. Ap-
proprlatlon authorlty to spend any grant funds that may be
recel ved w1ll be requested at a future date when exact dollar
amounts are known.
RECOMMENDATION
It lS respectfu lly recoITunended that the Cl ty Councll adopt the
attached resolutlon to approve the appllcation and project agree-
rnent for Hlstorlc Preservatlon Grants-In-Ald Funds to contlnue
the H1stor1C Resources Inventory.

SECTION 2. The Clty Manager or his authorized deputy is
appo~nted as agent of the City to coordlnate, process and execute
all contracts, agreements, amendments and anclllary documents
w1th1n the scope of the attached appl~cation.
SECTION 3. The Clty shall provide all
