SUBJECT: Contract amendment with Keyser Marston Associates, Inc. for Consultant
Services Involving the Village at the Civic Center
INTRODUCTION
This staff report recommends that the existing contract with Keyser Marston Associates,
Inc. (KMA) be amended to provide additional assistance with the development of the
Village at the Civic Center. The proposed amendment is for $20,700 resulting in a total
contract amount not to exceed $75,000 and would extend the contract term until
December 31, 2006.
BACKGROUND
The City of Santa Monica entered into a contract with KMA in 2004 to assist staff in the
Request for Qualifications (RFQ) process associated with the development of the
Village at the Civic Center. The City Council directed staff in December 2004 to issue a
Request for Proposals (RFP) for the Village to three developer-design team finalists
selected from the RFQ process. The KMA contract scope of work was amended to
provide for assistance with preparing the RFP and evaluating the three anticipated
responses. Three proposals were received in September 2005 and staff, with the
assistance of KMA, proceeded to evaluate these proposals for the purpose of
recommending a developer-design team for the Village.

DISCUSSION
The existing contract amount with KMA is $54,300 and terminates on June 30, 2006.
The consultant has provided technical analysis, prepared reports, met with staff and
attended public meetings in conjunction with the evaluation of the RFQ and the RFP.
The proposed contract amendment will provide for additional analysis, consultations
with staff, and assistance with an anticipated Exclusive Negotiation Agreement (ENA)
between the City/Redevelopment Agency and the developer-design team selected for
the Village. The proposed contract will be increased by $20,700 for a total contract
amount not to exceed $75,000. The contract term will also be extended to December
31, 2006, which is the likely period required to develop the anticipated ENA.
BUDGET/FINANCIAL IMPACT
The funds for the contract amendment of $20,700 are available in account
H16005002.589000.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to negotiate and
execute a contract amendment with Keyser Marston Associates, Inc. for additional
consultant services associated with the development of Village at the Civic Center. The
contract amendment will increase the current contract by $20,700 to a total contract
amount not to exceed $75,000 and extend the contract term until December 31, 2006.
