INTRODUCTION
ThlS report transmlts for second readlng and adoptlon a
proposed ordlnance repeallng Ordlnance Number 889 and 948,
establlshlng the Clty Counell as the Redevelopment Agency
of the City of Santa Monlca, and reenactlng the substance of
salU Ordlnance No. 948, except that the Clty Treasurer and the
Clty Clerk, rather than the Dlrector of Conmunlty Development,
are deslgnated as Treasurer and Secretarv, respeetlvely, of
sald Redevelopment Agency.
BACKGROUND
ThlS ordlnance was lntroduced by the Counell as Item 8B
at lts March 25, 1981 meetlng, contlnued from the prevlous nlght.
Onllnance No. 889, adopted Hay 9, 1972, establlshed the
Clty Councll as the Redevelopment Agency and provlded, lnter alla,
that the Dlrector of Flnance would be the Treasurer of sald agency
and the Clty Clerk, the Secretary of sald agency. Subsequently,
on Fevruary 26, 1974, the Councll adopted Ordinance No. 948,
ldentlcal In all respects to Ordlnance No. 889, except that the
Dlrector of Co~unlty Develop~ent was deslgnated the Secretarv and
Treasurer of sald agency.

The proposed ordlnance lS responslve to the Councll's dlrectlon
that Ordlnance No. 948 be amended to deslgnate the City Treasurer
and the Clty Clerk the Treasurer and Secretary, respectlvely, of
the agency.
Because Ordlnance No. 948 lS uncodifled, lt lS
necessary to enact a new ordlnance reflectlng thlS change and to
repeal expressly both Ordlnances Nos. 889 and 948. Except for
the deletlon of certaln provlslons of Ordlnance No. 948 WhlCh no
longer reflect present clrcumstances, the only change effected
by the proposed ordlnance 1S the requested amendment.
