On April 14, 1981, the City Council adopted Ordinance No. 1202{CCS) designating
the City Clerk of the City of Santa Monica to be the Redevelopment Agency Secretary
and designating the City Treasurer to be the Agency Treasurer. On May 12, 1981,
the Agency ratified, by resolution, the Council action with respect to the
designation of the Agency Secretary. The attached resolution ratifies the Council
action with respect to the designation of the Agency Treasurer.
Discussion
The current delineation of duties of the Agency Treasurer, contained in the Agency
Bylaws, is substantially broader than the function of the City Treasurer. The
Bylaws specify that in addition to being charged with the responsibil ities for
It. . . the care and cus tody of a 11 funds of the Agency.... II (s imi \ ar to the respon-
sibilities of the City Treasurer), the Agency Treasurer "...shall keep regular
books of accounts showing receipts and expenditures...." which, within the City
structure, is a function of the Accounting Division of the De~ rtment of Finance.
In order to achieve greater coordination of all elements of the Agency's financial
activities, it may be more appropriate to designate the City's Director of Finance
as the Agency Treasurer. As an alternative, the Agency Bylaws could be amended to
redefine the duties of the Treasurer.
The attached resolution simply ratifies the previous Council action and would have
to be revised if the Agency elects to pursue any other alternatives.

Recommenda t i on
It is recommended that the Agency modify and/or adopt the attached resolution
designating the City Treasurer as the Agency Treasurer.
