SUBJECT: Recommendation to Approve Revised Resolutions and
Authorize Other Actions to Accommodate Various Requests
by the city of Los Angeles in Connection with the
Annexation of a Parcel of Land at the Airport.
INTRODUCTION
This report recommends that the City Council approve a revised
Resolution of Application and revised Property Tax Transfer
Resolution and other actions by staff necessary to accommodate
various requests by the City of Los Angeles in connection with
the annexation of the "LA Parcel It in the northeast corner of
Santa Monica Airport.
BACKGROUND
An Application for Annexation of the Los Angeles portion of the
Airport into the City of Santa Monica was filed with Local Agency
Formation Commission in February, 1986.
The proposal was
subsequently submitted to the City of Los Angeles for review and
approval.
The city of Los Angeles has requested certain adjustments to the
Santa Monica proposal. They include dedication of a 10 foot wide
strip along the Airport's eastern boundary for future widening of
Bundy Drive.
This will require deletion from the proposed
annexation of a 10 foot wide strip along the eastern boundary of

the parcel It also will require detachment from the City of
Santa Monica of a strip of land approximately 10 feet wide by 17
feet long in the southeastern corner of the Airport. This is
necessary to adj ust the boundary to conform wi th the street
right-of-way as it will exist.
In addition, the City of Los Angeles has requested that the City
of Santa Monica design and install approximately 11,240 square
feet of sidewalk and related improvements along Bundy Drive
adjacent to the Airport, and to make these repairs a priority in
the current fiscal year.
staff believes the la-foot wide street dedication and associated
detachment and sidewalk installation are in the best interests of
the citizens of both cities and should be implemented as sound
public policy.
IMPACT OF PROPOSED BOUNDARY CHANGES
ON THE STATUS OF THE ANNEXATION
The proposal
for the annexation has been conditionally
approved--with the recommended changes described above--by the
s
City of Los Angeles Boundaries Conuni ttee and the General Plan
Advisory Board. It is scheduled to be considered by the Los
Angeles
Planning
Commission
on
October
16,
1986.
The
recommendations of the General Plan Advisory Board are normally
approved by the Planning Commission and subsequently by the City
Council.
However, the j oint Tax Transfer Resolution already
approved by the Santa Monica City council cannot be approved by
the Los Angeles City Council in its present form.

Although the changes requested by the city of Los Angeles have no
impact on the tax transfer itself, they will require a change in
the designation of the proposal in the Application to Initiate
proceedings with the Local Agency Formation Commission (LAFCO).
As a result, the Resolution of Application, the joint Tax
Transfer Resolution,
the application form and associated
materials must be revised to reflect the 10 foot wide dedication
and strip detachment from the city of Santa Monica.
In addition, the County of Los Angeles has computed the acreage
on the LA parcel as 15.69 acres, not 34 acres as indicated in the
city's original proposal. The City must verify this calculation
and make revisions to reflect the correct acreage in the various
documents associated with the proposal.
The new designation of the proposal is "Reorganization No 8,
Parcel A: Annexation to the City of Santa Monica, detachment
from the City of Los Angeles. Parcel B: Annexation to the city
of Los Angeles, detachment from the City of Santa Monica."
Parcel B consists of 0.07 acres of public right-of-way in the

Ci ty of Santa Monica. The parcel has been determined by the
county Auditor-Controller to have no base year tax revenue. This
means no property tax has been paid on the parcel. Thus, as with
Parcel A, there also will be no actual transfer of tax revenues
on Parcel B.
Once the tax transfer resolution has been adopted by both cities,
LAFCO has 30 days to determine that the santa Monica application
is complete and to issue a Certificate of Filing. within 90 days

of the issuance of the certificate, LAFCO will set a public
hearing date. Following the hearing, the City of Santa Monica
must adopt a final resolution approving the proposed boundary
changes.
BUDGETARY/FISCAL IMPACT
The Bundy Drive sidewalk is estimated to cost $75,000. There are
1986-87 Gas Tax Funds available for this purpose in Account No.
01-770-421-000-917.
RECOMMENDATIONS
city staff respectfully recommends that the City council:
1. Adopt a Resolution of Application to the Local Agency
Formation Commission (replacing Resolution No. 7154)
for Reorganization No.8, Parcels A and B, between the
cities of Santa Monica and Los Angeles.
2 . Adopt
the
revised
joint
Resolution
(replacing
Resolution No. 7222) approving and accepting the
,
negotiated exchange of property tax revenue resulting
from Reorganization No.8, Parcels A and B.
3. Allocate $75,000 in FY 1986-87 Gas Tax funds from
Account No. 01-770-421-000-917 to construct 11,240
square feet of sidewalk on Bundy Drive.
4. Direct the City Clerk to certify eight copies of the
joint Resolution and one copy of the Resolution of
Application to be forwarded to the Local Agency

Formation Commission. Authorize staff to take whatever
other actions are necessary to complete the application
process.

CITY OF SANTA MONICA REQUESTING THE
LOCAL AGENCY FORMATION COMMISSION
TO TAKE PROCEEDINGS FOR
uREORGANIZATION NO.8, PARCELS A
AND B", BETWEEN THE CITIES OF SANTA
MONICA AND LOS ANGELES
THE CITY COUNCIL OF THE CITY OF SANTA DOES RESOLVE AS FOLLOWS:
SECTION 1.
WHEREAS, the City of Santa Monica desires to initiate
proceedings pursuant to the Cortese-Knox Local Government
Reorganization Act of 1985, Division 3, commencing with Section
56000 of the California Government Code, for the reorganization
of Parcels A and B wi thin the boundary of the Santa Monica
Municipal Airport: the boundary change for Parcel A being an
annexation of 15.69 acres to the City of Santa Monica and
detachment from the City of Los Angeles and the boundary change
for Parcel B being an annexation to the City of Los Angeles and
detachment from the City of Santa Monica: and
WHEREAS, the territory proposed to be reorganized is
uninhabited, and a description of the boundaries of the territory
is set forth in Exhibit A attached hereto and by this reference
incorporated herein: and

WHEREAS, the City of Santa Monica, as landowner in fee
of this territory, does hereby consent to this proposal; and
WHEREAS, this proposal is consistent with the sphere of
influence of the affected city; and
WHEREAS, it is desired to provide that the proposed
reorganization be Subject to the following terms and conditions:
None; and
WHEREAS, the reasons for this proposed reorganization
are as follows:
(I) The Santa Monica Airport is a municipal enterprise
owned and operated by the City of Santa Monica. All
but 15.69 acres of the 215-acre Airport are located
within the boundaries of the City of Santa Monica.
with respect to Parcel A, the City of Santa Monica
believes it is both expedient and rational for a
city-owned and operated airport to be wholly within the
City's control so .that compatible zoning may be
achieved.
(2) It is more logical for the ci ty of Los Angeles
boundary to be aligned with Bundy Drive, which is an
existing street. The current boundary line between the
two cities traverses the runway, associated taxiway and
aircraft tiedown area. The original Airport boundary
was aligned to conform with centinela Avenue. An
expansion of the Airport during World War II involved

(3) with respect to Parcel B, it is also more logical
to detach this 0.07 acre section of the Airport to
adjust the boundary between Santa Monica and Los
Angeles to conform with the street right-of-way as it
will exist.
NOW, THEREFORE, this Resolution of Application is
hereby adopted and approved by the City Council of the City of
Santa Monica, and the Local Agency Formation Commission of Los
Angeles County is hereby requested to take proceedings for the
annexation of territory as described in Exhibit A, according to
the terms and conditions stated above and in the manner provided
by the Cortese-Knox Local Government Reorganization Act of 1985.
SECTION 2.
The City Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.

TAX REVENUE RESULTING FROM

AND BU BETWEEN THE CITIES OF SANTA
MONICA AND LOS ANGELES
WHEREAS, pursuant to section 99 of the Revenue and
Taxation Code, prior to the effective date of any jurisdictional
change the governing bodies of all agencies who service areas or
service responsibilities would be altered by such change must
determine the amount of property tax revenues to be exchanged
between the agencies and approve and accept the negotiated
exchange of property tax revenues by resolution: but if the
affected agency is a special district, the Board of Supervisors
must negotiate on behalf of the district; and
WHEREAS, the City of Santa Monica and the City of Los
Angeles are the only affected agencies: and
WHEREAS, the City Council of the City of Santa Monica
and the city Council of the City of Los Angeles have determined
that the amount of property tax revenue to be exchanged between
their respective agencies as a result of IIReorganization No.8,
PARCELS A AND Bn between the City of Santa Monica and the City of
Los Angeles, is as set forth below.

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The negotiated exchange of property tax revenues
between the city of Santa Monica and the City of Los Angeles
resul ting from "REORGANIZATION NO.8, PARCELS A AND Brt between
the City of Santa Monica and the City of Los Angeles is approved
and accepted.
2. uPARCEL A" OF "REORGANIZATION NO.8" is owned by
the City of Santa Monica and, upon annexation to said eity and
detachment from the City of Los Angeles shall be exempt from ad
valorem taxation. Therefore, there shall be no transfer of
property tax revenues to or from any affected agency as a result
of this reorganization.
3. Upon annexation of "PARCEL A" to the City of Santa
Monica, in the event the territory shall cease to be tax exempt,
this resolution for property tax exchange shall be renegotiated.
The provisions of Section 99 of the Revenue and Taxation Code
shall not have any application to such renegotiation.
4. npARCEL au of "REORGANIZATION NO. 8 is owned by the
City of Santa Monica and is exempt from ad valorem taxation.
