a Contract with Rincon Consultants, Inc. in an Amount Not to Exceed
$116,500 to Prepare an Environmental Impact Report for the Lantana
Entertainment Production Studio Expansion
INTRODUCTION
This staff report recommends that the City Council authorize the City Manager to
negotiate and execute a contract with Rincon Consultants, Inc. in an amount not to
exceed $116,500 including a 20% contingency, to prepare an Environmental Impact
Report (EIR) for the Lantana Entertainment Production Studio Expansion project.
DISCUSSION
The environmental assessment process is being initiated in conjunction with an
application for two Development Review Permits which have been submitted to the City
by the project applicant for new entertainment production facilities at 3131 Exposition
Boulevard and 3030 Olympic Boulevard. The Planning and Community Development
Department has determined that an Environmental Impact Report (EIR) will be required
to evaluate the combined projects. Once an EIR is prepared, there will be a public
comment period during which interested persons can review and comment on the
environmental analysis prior to public hearings on the projects.

Pursuant to the City’s professional services bid procedures, the Planning and
Community Development Department issued a Request for Proposals to prepare the
EIR for this project. Three firms responded with proposals. Staff recommends that
Rincon Consultants, Inc. be selected to prepare the EIR due to its proposed scope of
work, competitive cost and experience in preparing similar environmental studies. The
contractor is well qualified to perform the work and has prepared similar studies for
other projects in the City.
BUDGET/FINANCIAL IMPACT
Since the California Environmental Quality Act (CEQA) work is being performed for the
benefit of the private development applicant, the project applicant will deposit funds to
cover the estimated $97,079 costs with the City. Funds from the applicant will be
deposited into Account Number 80.201172. Additional contingency funds (up to a
maximum of 20% of the original contract amount) will be deposited by the project
applicant to this same account if it is determined by the Director of Planning &
Community Development that the original scope of services needs to be amended to
provide additional environmental analysis. Expenditures to cover the cost of this
additional analysis will be charged to this account without any financial impact to the
City.

RECOMMENDATION
It is recommended that the City Council authorize the City Manager to negotiate and
execute a contract with Rincon Consultants, Inc. in an amount not to exceed $116,500
to prepare an Environmental Impact Report for the Lantana Entertainment Production
Studio Expansion projects.
