SR-410-020 PCD:SF:JT:AS:BL:f:/ppd/share/ccreport/eip.amend1.doc Santa Monica, California COUNCIL MEETING: February 22, 2000 TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Approve an Amendment to Contract #6997 (w/o CCS) with EIP Associates for an Additional $32,694.60 Resulting in a New Total Amount Not to Exceed $52,586.60 for Additional Environmental Analysis to be Funded by the Private Development Project Applicant at 1751 Appian Way Introduction This staff report recommends that the City Council authorize the City Manager to approve an amendment to a contract with EIP Associations for an additional $32,694.60 resulting in a new total amount not to exceed $52,586.60 to provide additional professional services for the City Planning Division. The contract amendment will authorize EIP Associates to provide the environmental analysis necessary to allow the Planning Commission to evaluate additional potential impacts that were not identified prior to a public hearing to approve a Development Review Permit, Conditional Use Permit and Vesting Tract Map for an 11-unit condominium project at 1751 Appian Way. Background Pursuant to the City’s professional services bid procedures, EIP Associates submitted the successful proposal of $19,892 to prepare an Initial Study and a Mitigated Negative Declaration (IS/MND) for a proposed 11-unit condominium project at 1751 Appian Way. The consultant completed the Draft IS/MND pursuant to the contract. However, during a public hearing on the IS/MND, the Planning Commission determined that additional 1 environmental analysis was necessary to determine if the condominium project would significantly impact adjacent public parking resources or the ability to designate the Seaview and Vicente Terrace area a Local Historic District. Discussion The original contract was approved administratively pursuant to City policy for professional service contract under $50,000. The proposed contract amendment will fund the additional scope of work that was deemed necessary by the Planning Commission. Because the total fee for the original and additional work exceeds $50,000 ($52,586.60), the contract amendment requires the approval of the City Council. As discussed above, the additional scope of work is necessary to process the development application. The contractor is well qualified to perform the work and amending the original contract is the most efficient method to proceed with the project. In addition, the project applicant agrees to reimburse the City for the additional work and has deposited the additional $32,694.60 with the City. Budget/Financial Impact Funds for the additional services have been deposited by the project applicant and are available in account 80.201172. Recommendation It is recommended that the City Council authorize the City Manager to approve an amendment to contract #6997 with EIP Associates for a total amount not to exceed 2 $52,586.60 to provide the additional environmental analysis necessary to allow the Planning Commission to evaluate potential impacts of an 11-unit condominium project at 1751 Appian Way.
