INTRODUCTION
This s-taff report recommends that Planning Consultants Research
be awarded a contract in the amount of $42,130.00 to prepare an
Environmental Impact Report (EIR) on the Hospital Area Specific
Plan.
BACKGROUND
In October of 1984, the City adopted the Land Use Element which
required that certain sections of the City shall have special
studies or Specific Plans performed in order to determine the
most appropriate development standards for a particular section
of the City.
The section of the City where the two Hospitals,
Saint John's and Santa Monica, are located is one area requiring
special analysis.
As a part of the planning effort necessary for this project, an
Environmental Impact Report is required.

of the EIR is critical so that hospital area planning and
development consideration may proceed in a timely fashion.
The EIR for this project will include examining impacts on
traffic, parking, land use, air quality, noise and a variety of
other potential impacts based upon revised zoning standards,
potential development, re-zoning and other considerations.
Members of the public will have an opportunity to comment on the
specific scope of the EIR. Once an EIR is prepared, there will
be a public comment period during which time interested persons
can review and comment on the environmental analysis. Public
hearings and workshops on the Plan itself will also be conducted
by the Planning Commission and City Council.
A Request for Proposal to prepare the EIR was issued by the
Community and Economic Development Department, which is
responsible for preparing City environmental documents. Three
firms responded with proposals. Staff is recommending that
Planning Consultants Research be selected to prepare the EIR.
A copy of the contract, including the scope of the EIR, is
attached as Exhibit A. Under the recon~endations of this staff
report, the City Manager would be authorized to enter into a
contract with Planning Consultants Research to prepare the EIR.

BUDGET/FINANCIAL IMPACT
The $42,130.00 cost of this EIR will be drawn from account
01-200-266-000-506.
RECOMMENDATION
It is respectfully recommended that the City Council authorize
the City Manager to enter into a contract with Planning
Consul tants Research at a cost of $42,130.00 for preparation of
an Environmental Impact Report on the proposed Hospital Area
Specific Plan.
