SUBJECT: Recommendation to Authorize city Manager to Negotiate
and Execute an Agreement with EIP Associates for
Preparation of an EIR on The Water Garden Project.
INTRODUCTION
This staff report recommends the Council authorize the City
Manager to negotiate and execute an agreement with EIP Associates
in the amount of $44,990 to prepare an EIR on The Water Garden
project proposed by J. H. Snyder Company. The developer pays the
entire cost of EIR preparation. This item is before the Council
because the amount of the contract exceeds administrative
authority to award.
BACKGROUND

On December 24, 1986, the Planning Division accepted for filing
an application from J. H. snyder Co. to develop a 1,481,000
sq. ft. office/commercial complex on 17 acres at 2425 Olympic
Bl vd. The Communi ty and Economic Development Department has
determined that an EIR will be prepared on-the proposed project.
The EIR will examine a number of potential environmental impacts
of the proposed project including effects on geology and soils,
air quality, hydrology, noise, visual quality, light and glare,
shadows,
population;
employment,
housing,
land
use,
rights-of-way, traffic and circulation, parking, public services

and
utilities,
fiscal
matters,
recreation,
surrounding
neighborhoods and other potential impacts.
Once an ElR is
prepared, there will be a public comment period during wh~ch time
interested persons can review and comment on the environmental
analysis. Public hearings on the project will be conducted by
the Planning Commission.
A Request for Proposal to prepare the EIR for this project was
issued by the Community and Economic Development Department,
which is responsible for preparing City environmental documents.
Three firms responded with proposals. Staff is recommending that
EIP Associates be selected to prepare the EIR.
BUDGET/FINANCIAL IMPACT
The City's costs for this EIR have been fully paid in advance by
J .H. Snyder Co.
Revenue in the amount of $44,990 will be
credited to Revenue Account Number 01 907 189 000 000. The
City's consultant costs will be paid outpf Account Number 01 200
266 000 500.
RECOMMENDATION
It is respectfully recommended that the City Council authorize
the City Manager to negotiate and execute-an agreement with ElP
Associates at a cost of $44,990 for preparation of an EIR on the
proposed Water Garden project.
