Introduction This report recommends that the City Council approve a modification to the professional services agreement between the City of Santa Monica and Project for Public Spaces (PPS). Background The City Council formed the Promenade Uses Task Force and directed it to hold a series of meetings and workshops during late 2002 and early 2003 and review issues and strategies related to maintaining and enhancing the character of the Third Street Promenade and Bayside District. In September 2002 the City entered a professional services agreement with PPS to provide technical expertise and assistance to the Task Force and City staff. The scope of services contained in the professional services agreement provided for PPS to attend five meetings and workshops, conduct place performance evaluations of public sites and pedestrian circulation patterns affecting Third Street Promenade and the Bayside District, and to make recommendations on an overall direction and strategy to enhance the District. The agreement provided compensation in an amount not to exceed $54,500. 1 The Promenade Uses Task Force completed its work in March 2003, and recommendations inclusive of strategies proposed by PPS were received by City Council on June 10, 2003. Council provided staff with further direction for implementation of the Task Force recommendations at its meeting held September 9, 2003. Discussion The inquiries and considerations of the Promenade Uses Task Force extended over a broader area and greater period of time than initially envisioned. As a result, participation and technical assistance by PPS was required by the Task Force and staff at more than the five meetings and workshops scheduled in the scope of work of the agreement. This necessitates a modification of the agreement to provide for attendance at the additional meetings and for an increase in the total compensation payable to PPS in the amount of $3,900 to a new total amount of $58,400. PPS has concluded its work on behalf of the Promenade Uses Task Force and has provided staff with its report summarizing issues, opportunities and recommendations for enhancement of Bayside District based upon comments received at the community workshops and meetings and its professional expertise. These recommendations have been incorporated in the staff reports and implementation plans subsequently proposed to City Council. Recommendation Staff recommends that City Council approve the proposed Modification to the Professional Services Agreement with PPS.
