Cl ty Council authorizatlon 1S requ1red under Rule 29 ln Resolu- t10n Number 6744 (CCS) WhlCh states that no Clty Board or Comm1s- s1.on shall transmlt an offlcal correspondence to any other non- Clty Board or CommlSSlon w1.thout the prior approval of the Clty Counc1l. BACKGROUND On January 7, 1985 the Plannlng Commission approved the Develop- ment ReVlew applicatlon submltted by the Jonathan Club for the remodel and addition of 13,664 square feet to the existing beach club facll1ty. RECOMMENDATION Based upon the Settlement Agreement between the c~ ty and the Jonathan Club lt 1S the pos1t1on of both the C1ty Attorney and the Clty Manager that the City should rema1n neutral with respect to the Jonathan Club's appl1cat1on for a Coastal Permit. Durlng Settlement Agreement negotiat1ons 1t was expressly understood that the Coastal CommlSS1on would exerClse lndependent reVlew of any remodel1ng plan proposed by the Jonathan Club, and ~n the Clty ~ttorney's and Clty Manager's opinlcn, 1t 15 therefore un- necessary for the C1ty to comment on the Jonathan Club's Coastal Perm1t. Included 1n the proposal was the expanSlon of club parklng onto the State-owned pUblic parkl.ng lot located to the south, the relocation of two paddle tennls courts at the westerly property llne, and the expanslon of club park1ng and use on three parcels as def1ned in the Settle- ment Agreement. As a result of the Settlement Agreement between the Cl ty of Santa Mon1ca, the State Lands Comm1ssion, and the Jonathan Club, portlons of the proJect governed by the Agree~ent were not subject to Plann1ng COmIDlssion reVlew and therefore not evaluated wlth respect to coastal aCCess issues. The project as rev1ewed by the P1ann1ng COffiIIl1SS10n conforms to the Santa Mon1ca Mun1c1pal Code requlrements pertalning to the R- 4 dlstrict and was therefore approved on that baS1S. In a sepa- rate motlon after project approval, the Planning Cornmiss1on voted to forward a letter urging State Coastal Commission considerat~on of the following issues Wh1Ch May result from approval of this project: o Potentlal confllcts with Coastal Land Use policles wlthln Chapter 3 of the Callfornia Coastal Act of 1976 relating to public access and recreational opportunities WhlCh may be permanently impacted as a result of th1S proJect. o Alteration of the sandy beach area and lts impact on the future utilizatlon of the northern portion of Santa Monica State Beach for publlC recreatlonal land uses. o Elimlnatlon of publ1C parklng facllltles and future ac- cess to the lot located at the southerly property llne. ~ . - 2 - . In approv~ng the project, the Santa Monica Plann~ng Cornm1SS1on did not intend to preJudice the State Coastal Commission's abili ty to rev~ew those ~ssues not under the purview of the Plann1ng Commiss1on. In the absence of a Cert1f1ed Local Coastal Plan, and 1n light of the potent2al confl1cts with Coastal Land Use pol1c~es under the ]ur1sd1ct1on of the Sate Coastal Comm~s- sion, the Santa Monica Plann~ng Comm1ss2on respectfully requests the State Coastal Commission's careful cons1deration of the proj- ect's cons~stency w~th pub11c access and public recreational land use polic1es w1thin Chapter 3 of the Californ1a Coastal Act of 1976.
