C/ED:CPD:PB:SF:JG COUNCIL MEETING: January 23,1990 JAil 2. 3 1990 t-foR -- 90(,) santa Monica, California TO: Mayor and city council FROM: city staff SUBJECT: Recommendation to Adopt Resolution Accepting Coastal Commission Grant in the amount of $57,305.00 INTRODUCTION This Report recommends approval of a Resolution authorizing the city Manager to receive grant funds to provide financial assistance for preparation of the Local Coastal Program (LCP) Implementation Program (Phase III). BACKGROUND santa Monica's Land Use Plan (LUP) was certified by the Coastal commission in July 1987 but certification lapsed in January 1988 when the city Council decided not to take action on the LUP until the Zoning ordinance was revised. A consultant, Willdan and Associates, was retained to prepare the Local Coastal Program, including revisions to the Land Use Plan and the Implementation program. The LCP is expected to be released for public review in the next four to six weeks. After public review the LCP will be forwarded to the Planning Commission for review and comment and the City Council for adoption. On August 28, 1989 the City of Santa Monica submitted a grant request to the Coastal Commission in the amount of - 1 - $60,504.00 to ~..J JAM "~J \~dO . . fund the LCP Phase III implementation component that is currently underway. On December 13, 1989 the Coastal Commission approved the City's request for a Grant in the amount of $57,305.00. Prior to the City receiving the funds, the City Council must approve a resolution authorizing the City Manager to accept the grant money from the state of California. BUDGETARY/FISCAL IMPACT Receipt of this Grant will necessitate the following budget changes: Revenue 20-200-266-00000-0460-10000 for $57,305 Expenditure 01-200-266-78002-5506-00000 for $57,305 01-700-695-00000-7726-00000 for $(57,305)* 20-700-695-00000-7726-00000 for $57,305* * Technical appropriations to effect necessary transfers between the miscellaneous Grants Fund and the Revenue Fund. RECOMMENDATION It is respectfully recommended that the city council: 1. Adopt the attached resolution authorizing a request for coastal planning assistance in the amount of $57,305.00; 2. Authorize the City Manager to execute all Agreements related to the Grant. RESOLUTION NO. 7964 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE CALIFORNIA COASTAL COMMISSION TO FUND DEVELOPMENT OF THE LAND USE PLAN AND PHASE 3, PROGRAMS AND ORDINANCES, OF THE CITY'S LOCAL COASTAL PROGRAM ACCORDING TO THE TOTAL WORK PROGRAM WHEREAS, the City of Santa Monica, recognizing the problems and issues identified in the application for the Coastal Zone Management Grant, seeks to implement a planning study that will contribute to improved coastal planning, decision making, and management capability related to community development and growth; and WHEREAS, the City of Santa Monica has prepared an application that includes as its primary element the work program for development of a Land Use Plan and Phase 3 of the City of Santa Monica's Local Coastal Program; and WHEREAS, the California state Office of Planning and Research, under authority of the California Government Code Section 34200, may provide planning assistance for such a program and receive financial assistance from the California Coastal Commission, as authorized by interagency agreement, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The California Coastal Commission is requested to provide the City of Santa Monica with planning assistance under authority of the Government Code of the State of - 1 - r . . California, along with such financial assistance as may be provided by the California Coastal Commission, not to exceed the amount of Fifty-Seven Thousand Three Hundred Five Dollars ($57,305.00) for a period of approximately twelve (12) months commencing October 1, 1989. SECTION 2. That the City Manager of the City of Santa Monica be, and is, hereby authorized and empowered to execute in the name of the City of Santa Monica, all necessary applications, contracts, and agreements and amendments hereto to implement and carry out the purposes specified in this resolution.
