SUBJECT: Resolution Withdrawing the Implementation Plan Section
of the Local Coastal Program from California Coastal
commission Review and certification
INTRODUCTION
A Local Coastal program (LCP) is required by state law. A Local
Coastal Program is comprised of a Land Use Plan and an
Implementation Plan. state law permits a jurisdiction to submit the
two parts of an LCP separately or together. The City of Santa
Monica has submitted both a Land Use Plan and an Implementation
Plan to the California Coastal Commission for review, public
hearing and certification.
staff recommends that the City Council authorize, through
resolution, the withdrawal of the Implementation Plan from review
by the Coastal Commission.
BACKGROUND
On October 15, 1991, the city council adopted and authorized,
through resolutl.on, the submittal of the Local Coastal Program
(LCP) document to the Coastal commission for their review and
certification. The LCP document that was submitted contained both
the Land Use Plan and the Implementation Plan. City staff has had
on-going discussions concerning the document with the planning and

legal staff of the Coastal commission since its submittal.
Coastal Commission staff has provided city staff with recommended
language changes to be used in the Implementation Plan section of
the LCP document.
These recommended language changes are quite
extensive and will require substantial modification of the
Implementation Plan as approved by the City Council. In an effort
to facilitate the certification of a Land Use Plan (which would
make the city eligible to receive funds from the Coastal
Conservancy), staff is recommending that the Council authorize the
wi thdrawal of the Implementation Plan from Coastal Commission
consideration.
This action will enable the document to be
evaluated at the August Coastal CommiSSlon hearing and provide
staff
with the tlme to thoroughly
review the
proposed
Implementation Plan changes and maintain the August hearing date
deadline for document submission.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have any
budget or fiscal impact.
RECOMMENDATION
It is recommended that the City Council adopt the accompanying
resolution authorizing the withdrawal of the Implementation Plan
section of the Local Coastal Program (LCP) document from Coastal
Commission consideration.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
WITHDRAWING TRANSMITTAL OF THE IMPLEMENTATION
PLAN OF THE LOCAL COASTAL PROGRAM
TO THE CALIFORNIA COASTAL COMMISSION
WHEREAS, on October 15, 1991, the city Council of the city
of Santa Monica adopted Resolution Number 8307(CCS) authorizing
transmittal of the approved Local Coastal program to the
California Coastal commission for its consideration; and
WHEREAS, the city Council wishes to withdraw consideration
of the Implementation Plan of the Local Coastal Program from
California Coastal Commission consideration,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
The City Council does hereby withdraw its
previous transmittal of the Implementation Plan of the approved
Local Coastal Program from consideration by the California
Coastal commission.
SECTION 2. This Resolution shall not affect the previous
transm1ttal of the Land Use Plan of the approved Local Coastal
Program to the California Coastal commission for considerat1on,
pursuant to Public Resources Code Sect10n 30511(b).

SECTION 3. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
