Section 8 Housing certificate Program Annual
Contributions Contract
INTRODUCTION
This report recommends that the Housing Authority adopt a
resolution authorizing the approval of the Consolidated Annual
contributions Contract (CACC),
and
authorizing the Executive
Director of the Housing Authority to execute the CACC.
BACKGROUND
The Housing Authority entered into an Annual Contributions Contract
(ACC) with the U.S. Department of Housing and Urban Development
(HUD) in 1976.
The ACC governs the operations of the section B
Housing Assistance Payments Program and details the budget
authority available from HUD. The ACC is amended from time to time
as required by HOD.
DISCUSSION
Consolidated Annual contributions Contract
HUD has revised the language of the ACC and is requiring all
Housing Authorities to approve and execute a new Consolidated

Annual Contributions Contract (ACC) for the Section 8 Housing
Certificate Program.
The new Consolidated ACC brings our existing eight (8) ACC's under
one umbrella contract with a termination date of June 30, 1991.
In all other respects the new ACC is substantially the same as the
one executed by the Housing Authority in 1976.
Revision to Budqet and Contract Authority
In addition to the above change in the ACC, HUD is also
supplementing the combined budget authority from $1,622,676
annually to $2,204,022 annually. The supplemental funds represent
the amount required for the remaining term of the contract in order
to support our existing allocation of 539 certificates, it does
not resprent an increase in the amount of assistance available.
FINANCIAL BUDGETARY IMPACT
Funds are currently budgeted in account number 12-095-039-000-000,
the actions recommended in this report will have no financial or
budgetary impacts.

RECOMMENDATION
It is recommended that the Housing Authority adopt the attached
resolution authorizing the execution of the Consolidated Annual
Contributions Contract and authorizing the Executive Director to
execute the CACC.
