INTRODUCTION
ThIS report tranSlill ts for adoptIon two ResolutIons apprOVIng a
new Master Annual ContrIbutIons Contract for the SectIon 8 Hous-
1 ng Ass I stance Payments Cer t I fIca te and Voucher Programs. The
report recommends that the HOUSIng AuthorIty authorIze the Execu-
tIve DIrector to execute the contracts WIth the U.s. Department
of HOUSIng and Urban Development. These contracts WIll supersede
other preVIously executed contracts.
BACKGROUND
The HOUSIng AuthorIty of the CIty of Santa MonIca entered Into a
Master Annual ContributIons Contract (ACC) WIth the U.s. Depart-
ment of HOUSIng and Urban Development In 1975.
ThIS ~aster ACC
governs the operatIons of the SectIon 8 CertIfIcate Program. The
ACC IS amended from tIme to tIme as new proJect allocatIons for
addItIonal unIts are receIved.

In December of 1984 the O.S. Department of Housing and Urban
Development (HUD) revIsed the language In the Annual ContrIbu-
tIons Contract (ACe) for the SectIon 8 HousIng ASSIstance Pay-
ments CertIfIcate Program. Also In December HUD developed a sep-
arate Annual ContrIbutIons Contract to govern the operations of
the new SectIon 8 Housing ASSIstance Payments Voucher Program.
All local HOUSIng AuthorItIes operatIng SectIon 8 CertIfIcate or
Voucher Programs are requIred by HUD to apprOve and execute the
new Master ACCs for the program. The Houslng Author I ty of the
CIty of Santa MonIca contracts WIth the HOUSIng Authority of the
County of Los Angeles for the operatIon of thIs program.
The new Master ACC dIffers from the eXlstlng ACe in three areas:
(I) the terms of the ACC reserve account; (2) the prov IS lons for
recaptur I ng funds; and (3) the expendl ture of funds by 1 Dcal
HOUSl ng Author 1 ties. The followlog WIll descr lbe these changes
in the master ACC.
The new Master ACe prOVIdes HUD WIth some fleXIbIlIty regardIng
the establIshment and maIntenance of a reserve fund for the pro-
gram, and states that HUD may where necessary establIsh a reserve
account for each local HOUSIng AuthorIty SectIon 8 HOUSIng ASSIS-
tance Payments Program. The second change concerns the recaptur-
lng of funds by HOD. The new ACe allows HUD to recapture funds
from local HOUSIng AuthorIty programs If the local HOUSIng Au-
thorIty defaults on any of the prOVIsIons of the Annual Contrlbu-
tlons Contract. The fInal change reqUIres local HOUSIng AuthorI-
ties to submIt an annual operatIng budget, WhICh WIll be revIewed
and approved by HOD. Only those expend I tures Included In the

operatIng bUdget are elIgIble expenses.
If the HousIng AuthorIty
needs to expend funds on an 1 tem not Included In the operatIng
budget they must seek approval from HUD. Under the prevIous con-
tract local Hous 1 ng Au thor I tIes dId not have to seek approval
from HUD for program admInIstratIon expendItures allowable under
the ACC but not specIfIed In the budget.
In all other regards
the new contract IS substantially the same as the Master Annual
ContrIbutIons Contract executed by the HousIng AuthorIty In 1975.
These changes In the Master ACC wIll not affect the current pro-
gram operatIons.
FINANCIAL/BUDGETARY IMPACT
There IS no fInanCIal or budgetary Impact antIcIpated as a result
of thIS actIon.
RECOMMENDATION
It IS recoIllmended that the HOUSIng AuthorIty adopt the attached
resolutIons apprOVIng the supersedIng Part I and Part II of Sec-
tlon 8 HOUSIng CertifIcate Program ACe No. SF520, and the new
Part I and Part II of the SectIon 8 HOUSIng Voucher Program ACC
No. SF-520V, and authorIze theIr executIon.

THE CITY OF SANTA MONICA APPROVING SUPER-
SEDING PART I AND NEW PART II OF SECTION
8 HOUSING CERTIFICATE PROGRAM ANNUAL CON-
TRIBUTIONS CONTRACT NO. SF- 520 AND AUTHOR-
IZING EXECUTION
(REVISED 12/84 to conform wIth HUD 525208 December 1984)
WHEREAS, the HOUSING AUTHORITY OF THE CITY OF SANTA MONICA
hereIn after called ("PublIC HousIng Agency" "PHA") entered Into
a SectIon 8 Annual ContrIbutIons Contract ("ACC") on February 10,
1976 WIth the Secretary of Housing and Urban Development as amen-
ded, and the UnIted States of AmerIca ("Governmentll); and
WHEREAS, the SectIon 8 ACC must now be revIsed so that It
WIll consIst of the followIng counterparts:
a. SupersedIng Part I of the ACC, HUD 525208
(12/84), applIcable to the SectIon 8 EXI stl ng
HousIng CertIfIcate Program.
b. New Part II of the ACC, HUD 52520E (12/84), ap-
plIcable to SectIon 8 EXIstIng HousIng CertIfI-
cate Program.
NOW THEREFORE, THE HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The SUPERSEDING Part I SectIon 8 ACC and the new-
Part II of the ACC for the HousIng CertIficate Program are hereby
approved and accepted. The ChaIrman IS hereby authorIzed and
dIrected to execute the counterparts of the ACC on behalf of the
PHA, and the Secretary IS hereby authorIzed to Impress the offI-
CIal seal of the PHA on each such counterpart and to forward such
executed counterparts to the Government together WIth such other
documents eVIdenCIng the approval and authorIzIng the executIon
thereof as may be reqUIred by the Government.
SECTION 2. The Secretary shall certIfy to the adoptIon of
thIS ResolutIon, and thenceforth and thereafter the same shall be
in full force and effect.

enter Into an Annual ContrIbutions Contract ("ACC") WIth the
UnIted States of America (uGovernmentll) for the SectIon 8 EXist-
Ing HOUSIng Voucher Program; and
WHEREAS, the SectIon 8 EXIstIng HOUSIng Voucher ACC conSIsts
of the fOllowIng counterparts:
a. Part I of the ACC, HUD-52520D (4/85) applIcable
to the SectIon 8 EXIstIng HOUSIng Voucher
Program;
b. Part II of the ACC, HUD-52530E (4/85) applIcable
