Recommendation to Adopt Resolution Authorizing Ex-
ecution of Amended Annual Contributions Contract
for the Section 8 Housing Voucher Program
INTRODUCTION
This reports transmits for adoption a Resolution approving an
amended Annual contributions Contract for the section 8 Housing
Voucher Program and authorizing the Executive Secretary to ex-
ecute the Contract with the U.s. Department of Housing and Urban
Development.
BACKGROUND
The Housing Authority initially entered into an Annual Contribu-
tions Contract (ACC) with the u.s. Department of Housing and Ur-
ban Development (HUD) in 1976. This ACC governs the operations
of the Section 8 Housing Assistance Payments Program. The ACC is
amended from time to time as new allocations for additional units
are received.
HUD awarded allocations of housing lIcertificatesll in the Section
8 Program until 1984, when it began a nel;l "voucher" component of
the Program. Housing vouchers are funded separately from housing
certificates by HUD and require a separate Annual Contributions
Contract. The Housing Authority approved a separate ACC for the

voucher component of the Section 8 program when it received its
first allocation of vouchers in December, 1984.
In June, 19B6 the City submitted an application to BUD for an
additional twenty-eight (28) housing vouchers. In August, 1986
the city received notification that its application had been ap-
proved. In order to receive these additional vouchers, which
will bring the total number of vouchers in the City's Section 8
Program to sixty-eight (68), the Housing Authority must amend its
current Voucher Program ACC with HUD.
The Housing commission of the city of Santa Monica formally
recommended at its January 15, 1987 meeting that the Housing Au-
thority approve the amended ACC and adopt the attached resolution
authorizing its execution.
FINANCIAL/BUDGETARY IMPACT
The administration of the new vouchers will be handled by the
Housing Authority of the County of Los Angeles (HACoLA) under the
existing Cooperation Agreement between HACoLA and the Housing
Authority of the City of Santa Monica. Pursuant to the Agree-
ment, all program funds under the ACC will be paid by HUD direct-
ly to the Housing Authority of the County of Los Angeles for pro-
gram administration. There is therefore no financial or budget-
ary impact anticipated as a result of this action.

RECOMMENDATION
It is recommended that the Housing Authority adopt the attached
resol ution approving the amended Part I of section 8 Hous ing
Voucher Program ACC No. SF-520V and authorizing its execution.
