SUBJECT: Recommendation to Adopt Resolution Authorizing Execu-
tion of Amended Annual Contributions Contract for the
Section 8 Housing certificate Program
INTRODUCTION
This report transmits a Resolution for adoption approving the
Annual contributions Contract for the Section 8 Housing Certifi-
cate Program and authorizing the Executive Secretary to execute
the Contract with the U.S. Department of Housing and Urban
Development.
BACKGROUND
The Housing Authority initially entered into an Annual contribu-
tions Contract (ACC) with the U.S. Department of Housing and Ur-
ban Development (BUD) in 1976 for the Section 8 Housing Assis-
tance Payments Program. The ACC is amended from time-to-time to
extend its term, include new allocations for additional units, or
reflect changes made in the bedroom-size distribution of existing
allocations. The ACe is being amended at this time to extend its
term by one year to June 30, 1990.
The Housing Commission, at its June 16, 1988 meeting, reviewed
and moved that the City Council authorize the execution of the
amendment to the ACC.

FINANCIAL/BUDGETARY IMPACTS
There will be no financial or budgetary impacts as a result of
the recommendation contained in this report.
RECOMMENDATION
It is recommended that the Housing Authority adopt the attached
resolution approving the superseding Part I and Part II of Sec-
tion 8 Housing Certificate Program ACC No. SF-520 (E) and au-
thorizing the Secretary to execute the amendment.

A RESOLUTION OF THE HOUSING AUTHORITY OF THE
CITY OF SANTA MONICA APPROVING SUPERSEDING
PART I AND PART II OF SECTION 8 HOUSING CER-
TIFICATE PROGRAM ANNUAL CONTRIBUTIONS CONTRACT
NO. Sr-520(E) AND AUTHORIZING EXECUTION

WHEREAS, the Housing Authority of the city of Santa Monica
("PRAll) desires to enter into a superseding section 8 Annual Con-
tributions Contract ("ACC") with the United States of America
("Government") for the Section 8 certificate Program; and
WHEREAS, the Section 8 ACC must now be revised so that it will
consist of the following counterparts:
a. superseding Part I of the Ace, HUD 52520B (6/85), ap-
plicable to the Section 8 Existing Housing certificate
Program.
b. Superseding Part II of the ACel HUD 52520E (6/85), ap-
plicable to Section 8 Existing Housing certificate
Program.
NOW, THEREFORE, THE HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The SUPERSEDING Part I and Part II of the ACC for
the Section 8 Existing Housing certificate Program are hereby
approved and accepted. The Secretary is hereby authorized and
directed to execute the counterparts of the ACC on behalf of the
PHA, and the Secretary is hereby authorized to impress the offi-
cial seal of the PHA on each such counterpart and to forward such
executed counterparts to the Government together with such other
documents evidencing the approval and authorizing the execution
thereof as may be required by the Government.
SECTION 2. The Secretary shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
