RECOMMENDATION TO APPROVE INTERJURISDICTIONAL
AGREEMENT WITH THE LOS ANGELES COUNTY HOUSING
AUTHORITY FOR SECTION 8 TENANTS
INTRODUCTION
This report recommends the execution of an in+:.erjurisdictional
agreement between the Los Angeles County Housing Authority and
the city of Santa Monica Housing Authority.
This report
recommends the approval of an agreement that would ensure Section
8 subsidies for the maximum number of very low income people
living and working in Santa Monica.
BACKROUND
The City of Santa Monica Housing Authority took over the direct
administration of the Section 8 Housing Assistance Program on
December 31, 1988.
Approximately 200 low income households are
receiving assistance under the Los Angeles County Housing
Authority certificate program.
The people in these households
are mostly senior citizens and disabled individuals who came into
the program at a time when the City of santa Monica did not have
a sufficient allocation of single and one bedroom certificates to
assist these households. The Santa Monica Housing Authority does
not have a sufficient allocation of available certificates to
incorporate these 200 households in its program. The following
discusses the proposed terms of an agreement which is necessary

to ensure that these 200 households will continue to be
subsidized by the County and by allowing the Los Angeles County
Housing Authority to continue to use their csrtificates in Santa
Monica.
DISCUSSION
The Interjurisdictional Agreement is necessary at this time to
replace the Agreement for Assignment of Housing Assistance
between the Los Angeles County Housing Authori ty and City of
Santa Monica Housing Authority. The latter agreement was
cancelled on December 31, 1988, at which time the City of Santa
Monica took over the direct administration of the section 8
Housing Assistance program.
The proposed Interjurisdictional Agreement will permit the County
Housing Authority to operate within the Santa Monica city limits.
It will allow the Los Angeles County Housing Authority to
continue to subsidize the 200 households residing in Santa Monica
with County certificates. The Interjurisdfctional Agreement will
also permit the Los Angeles County Housing Authority to enter
into new contracts to subsidize the rent of Santa Monica
residents.
The benefit of this proposed agreement will be the continuation
of subsidies for 200 very low income households under the Los
Angeles County Housing Authority program. Allowing the Los
Angeles County Housing Authority to continue to operate in Santa

Monica will free up Santa Monica Housing Authority certificates
to aid households on the Santa Monica waiting list and ensure
assistance for the maximum number of very low income people
living or working in Santa Monica.
FINANCIAL AND BUDGETARY IMPACTS
There are no financial or budgetary impacts resulting from the
recommendation in this report.
RECOMMENDATIONS
It is recommended that the Housing Authority authorize the
Executive Director to negotiate and execute with the Los Angeles
County Housing Authority an Interjurisdictional Agreement
incorporating the terms discussed in this report.
