Subject: Professional services contract for Section 8 program compliance and
applicant eligibility determination.
INTRODUCTION
This staff report requests City Council authorization expend up to $60,000 to assist
Section 8 staff in conducting field audits to ensure program compliance and determining
the eligibility of Section 8 waiting list applicants for Section 8 vouchers.
BACKGROUND
The Department of Housing and Urban Development (HUD) requires that housing
authorities ensure program compliance.
DISCUSSION
The Santa Monica Housing Authority has employed Douglas Eaton to assist staff in
conducting field audits to ensure Section 8 program compliance. Mr. Eaton conducted
field audits for the Housing Authority in the previous fiscal year and is well versed in
both Section 8 regulations and the operations of the Santa Monica Housing Authority. In
order to assist the maximum number of Section 8 participants allowed within the
Housing Authority budget, Mr. Eaton will also assist City staff in determining the
eligibility of Section 8 waiting list applicants for Section 8 vouchers. Staff solicited

proposals from various service providers. Of the three proposals received, Mr. Eaton’s
was the lowest and most responsive to the needs of the Housing Authority. Staff
anticipates that the eligibility assistance will be needed until June 2002.
BUDGET/FINANCIAL IMPACT
Funds are available at Account # 01264.555060.
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a professional services contract with Douglas Eaton in an amount not to
exceed $60,000 to conduct field audits to ensure Section 8 program compliance and to
assist staff in determining the eligibility of Section 8 waiting list applicants for Section 8
vouchers.
