Introduction
On July 14, 1981 t the City and the City1s Housing Authority entered intoa cooperative
agreement with the Housing Authority of the County of Los Angeles (HACoLA) for the
development of not more than thirty low rent public housing units. Pursuant to
this Agreement, the County Housing Authority applied for and received a program
reservation ( a set aside of funds) targeted for Santa Monica. To retain the pro-
gra~ reservation, a development proposal must be suhmitted to HUD within a 90
day pe r i od .
As the Council is aware, in theory public housing or Section 8 housing can be
built without much assistance from cities, In reality, the cost limitations placed
on federally assisted housing programs do not square with the economic realities
of housing construction in the Los Angeles metropolitan area. To ~ake low cost
housing projects feasible in Santa Monica, the City has provided sites for deve-
lopment at little or no cost. In this instance, as in previous cases, making use
of the program reservation will also involve making a developable site available
to the County Housing Authority at a price well below market value.
To enable the County Housing Authority to retain and the City to benefit from
the public housing funds targeted for Santa Monica, staff from several City
departments reviewed the City's existing inventory of land to identify a potential
site to submit to Council for conceptual endorsement. The site so identified

encompasses a City-owned parcel (which is now a traffic island) and a portion
of the adjacent street.
The Proposed Site
The site, shown on the attached map, is comprised of parcels acquired by the City
in 1939 and a portion of Ocean Front Avenue. Assembling the site for development
would entail the vacation of Ocean Front Avenue between Bay Street and Bicknell,
and the reJocation of some underground uti lities. J f these procedures can be
accomplished. the City would be able to provide a 23,000 square foot site for
the development of the thirty units in a townhouse configuration.
Impacts of Street Closure
Several City departments have provided assistance in assessing the feasibility of
developing this site. The Parking and Traffic Engineering Division has indicated
that street closure would have minimal impact upon traffic flow, parking and beach
access. Closing the street would require the removal of 17 metered parking spaces
which, assuming full utilization, have an estimated annual revenue stream of $13,900.
Actual revenues are projected at 510,400. Their report, which is attached, indicates
where replacement metered parking could be located.
Developing the site will also require relocating a water line, and removal of a
catch basin. The \.Jater Department estimates that the cost of relocation would be
approximately $25JOOO. The General Services Department reports that the costs
of sealing the catch basin and making alternative provisions for drainage would

Procedural Requirements
Should the Council approve the proposed siteJ it would then be necessary to
hold a public hearing for street vacation, following appropriate notice.
It will also be necessary to obtain coastal pennits and to assess environmental

impacts pursuant to the California Environmental Quality Act.
Due to time constraints, the site has already been submitted to HUD for preapproval
pending Council ratification. A preapproved designation means that HUD considers
the site appropriate for housing and is eligible for a firm funding commitment.
Recommendation
It is recommended that the City Council:
1. Approve the proposed site in concept;
2. Direct Staff to initiate street vacation procedures and to obtain necessary
coastal and environmental clearances.

create any trafflc problems. except for eliminatlng a numoer of

Re: The 20" V.C.P. sewerline in Ocean Avenue Hest:
The sewer llne WhlCh is 15 to 20 feet deep may be built over
and. therefore. does not need to be relocated. The design
of any bUlldlng shall be such as to bridge the plpeline.

The catch basin may be removed and the lnlet pipe to the

for local cooperatlon In connectlon wlth such houslng proJect~ and
WHEREAS, pursuant to Sectlon 34515 of the Cal1fornla Health
and Safety Code express authorlty lS glven for local governlng bodles
to enter lnto agreements Wlth houslng authorltles provldlng for local
cooperatlon wlth respect to low-rent houslng proJects; and
WHEREAS, pursuant to and In compllance wlth the provls1ons
of Sectlon 34518 of the Callfornla Health and Safety Code, on July 1
