Request for Budget Appropriation to Repair and Maintain City-owned Properties Introduction The City currently owns four residential rental properties. One, 175 Ocean Park Boulevard, is scheduled for acquisition and rehabilitation by the Housing Authority of the County of Los Angeles. The three remaining properties, u19, 1616, and 1642 Ocean Avenue are in need of repair. This report transmits a request for budget appropriation for the Housing Division to repair and maintain these properties. The Council has not previously budgeted funds for building operations because the accounts for these properties were managed on a cash in-cash out basis, under the old budgeting process. In order to ascertain needed improve~ents and to estimate their cost, a unit by unit inspection was conducted by City Staff. Reports, which are attached, were prepared by the Carpenter Supervisor (Exhibit 1), the Painting Supervisor (Exhibit 2), Plumbing Supe~~i~~__(Exhibit 3), and Senior Housing Inspector (Exhibit 4). Estimates for items not covered in their reports were obtained from private firms. 419 Ocean Avenue This property was bequeathed to the City in May, 1978. The property, constructed in 1930. consists of seven apartments and seven garages which are in fairly good c~ndit;on. Rents for these apartments range from $375.00 to $425.00. Gross potential rents are $2,825.00 monthly or $33,900 annually. Total receipts, including laundry income,for Fiscal Year 1980-81 were $34,531; net revenues after all expenses were 528,546. The tenants have performed a number of repairs and improvements for which they have been allowed rental offsets. The major repairs needed at 419 Ocean Avenue and their estimated costs are: Plumbing Repair $35,000 Includes replace- ment, of pipes, shower pans, faucets, etc. Pest Control $3,800 Includes cost of fumi- gation, temporary re- location of residents, repair of existing termite dai.lage Miscellaneous Repairs $2,500 Includes repair of screens, windows, water danage, etc. Subtotal $41,300 Contingency Fund (10%) $ 4,130 Total Repairs $45,430 In addition to major repair items, the Housing Department will also need funds to take care of ongoing ~aintenance, periodic repairs, utilities, and rent control fees. The request for annual operating funds is based upon the experience of the last fiscal year and will be used to reimburse the Housing Division for expenditures for which there was no budget authorization. It is comprised of 17 residential units and two commercial units. The rents for the apartments range from $135.00 to 5225.00 per month and have not been increased since the institution of rent control. The two commercial spaces rent for S175.00 and 5150.00 per month. Gross potential rents, including commercial rents, are $3,102.50 per month S37,230or annually. Total revenues including laundry income for the past fiscal year \,'ere $39,410; net revenues were approximately $28,705. The City contracts with Dituri Realty Company for management and general maintenance services. To date, the property has not had a resident manager to provide for daily clean up, for emergency repairs, lost keys, or the like. However, staff has authorized the managing agent to engage one of the current tenants for this purpose. The level of service to tenants should improve when a resident manager is in place. The lack of security is of great concern to the tenants. All of the entryways to the building face very public areas and are unprotected. As a result there have been several instances of vandalism and vagrants sleeping in the hallways. Staff therefore recomMends that the Council authorize funds to install a rather substantial security system. The major items for which authorization is requested include a security system, exterior painting, and reg1azing of windows. It was acquired by the City with Gas Tax funds in May, 1975. It is comprised of eleven units which are liveable though dowdy after many years of rain damage and in- consistent repairs. Monthly rents at 1642 Ocean Avenue range from $125.00 to SI75.00. Gross potential n.:mthly rents are $1,485 or S17t820 annually. Net proceeds to the City, after management, maintenance, utilitiest and furniture rental were $9.341 in FY 80-81. Two units are occupied rent free, one by the manager (the former owner) and the other by a maintenance person. Staff will be investigating the need for outside maintenance personnel, as the garden, at least, appears to warrant additional attention. e e Mayor and City Council -5- November 12, 1981 The major items recommended for repair or replacement at this time include the roof, windows, and plumbing fixtures. Only health and safety items are reco- mmended for repair currently although the Council should be aware that there are a number of other items which should be considered for replacement in the future. Total Request for 1642 Ocean Avenue 528,411 TOTAL REQUEST: All Properties $132.142 RecomMendation It is recommended that the Council amend the City's 1981-82 budget increase esti- mated revenues by 591,791 and to increase appropriation by $132,142. The difference between estimated revenue and appropriations, $40,351, is to be financed from unappropriated reserves. HOUSING 419 OCEAN AVENUE The general appearance of this building was above average. The main problem with the building was, I found TERMITES in two locations. Apartment "E" had a 2" X 4" hole in the bedroom floor. Damage to other sections of floor and beams supporting floor unknown. Apartment "B" had many small piles of sawdust along the baseboards. Again the amount of destruction of the wall studs is unknown. Partial walls would have to be removed to inspect the damage. I am sure the entire building will have to be covered and treated for TERMITES. The following is a brief description of work and estimated cost of each apartment. The major problem is the exterior windows, they ~~L need to be caulked and reglazed. Water and moisture seeps through and the plaster board on the interior sills are cracked badly. This would also cause a large volume of heat loss buring the colder months. Reglazing would cost approximately $2.50 a square foot. We have approximately 1300 square feet of window.
