SUBJECT: Consideration of Housing Commission Recommendations
Regarding Examination of Shared Housing
INTRODUCTION
This report transmits for consideration recommendations adopted by
the Housing Commission regarding the examination of developing
shared housing in Santa Monica.
BACKGROUND
Historically, rooming and boarding houses, residence halls and
other shared accommodations have been the final safety net for
people having financial problems and often the initial housing for
individuals making a comeback. Over the last decade, the number
of such rooms in Santa Monica has dropped, while the need has grown
dramatically.
DISCUSSION
Though the shelters and subsidized housing programs in Santa Monica
are models of effectiveness for cities across the Southland, they
are not able to serve all those persons needing affordable, safe
and sanitary housing.

The Housing Commission believes that shared housing may be able to
fill the gaps in the housing market for very low income people.
The Housing Commission would like to see the development of shared
housing explored as a means of providing housing.
RECOMMENDATION
The Housing commission recommends that the City Council direct
staff to develop a plan and identify resources to develop
facilities which provide for shared housing accommodations.

A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF SANTA
MONICA RECOMMENDING THE EXAMINATION OF SHARED HOUSING
WHEREAS, the number of individuals for whom housing
accommodations are not available is growing; and
WHEREAS, houslng accommodations such as rooming houses,
boarding houses, residence halls, and other shared and supervised
housing accommodations have been virtually eliminated from the
Santa Monica - West Los Angeles area; and
WHEREAS, individuals making a social and economic comeback
have little or no place to find housing accommodations; and
WHEREAS, the development of subsidized low-income, rental
apartment units best serve the needs of the stable poor and not
those making a comeback,
NOW, THEREFORE, THE HOUSING COMMISSION OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council direct staff to develop a
plan and identify resources to develop facilities which provide
for shared housing accommodations.
SECTION 2. The Secretary shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same be in full
force and effect.
