Housing Authority Powers and Functions
and Housing Authority Commissioners Drobnick, Rinck and Hart, the possibility
of transferring certain powers of the Housing Authority to the City Council was
considered. It was the consensus of those attending the meeting that the
present members of the Housing AuthorIty have no intention of abusing powers
granted to them by the state law. Furthernore, it is our opinion that if any
appointive body could be entrusted with such immense powers, it would be the
present members of the Housing Authority who all have a proven history of
"
community service and dedication. Real izing, however, that the present com-
position of the Housing Authority cannot be permanently guaranteed, it is our
opinion that public interest will be better served if the implementation
powers of the Housing Authority, such as taxation, bonding, condemnation, etc.,
be transferred to the City Council.
We, therefore, recommend that the City Council adopt the resolution declaring
itself the Housing Authority and direct the City Attorney to prepare the neces-
sary ordinances to create a Housing Commission as an advisory body to the City
Council. Under this arrangement the Housing Commission will continue to explore
housing problems in the community and recommend solutions to the City Council.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA DECLARING
ITSELF TO BE THE COMMISSIONERS OF
THE HOUSING AUTHORITY OF THE CITY
OF SANTA MONICA.
w~EREAS, the City Council of the City of Santa Monica
has prev10usly resolved that there lS a need for a Hauslng
Author1ty 1n the C1ty of Santa Monica; and,
WHEREAS, 1t 15 the deslre of the Clty Counc1l that
the members thereof shall constltute the comn1sslon~rs of the
Houslng Author1ty.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SA~TA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
The Clty Council of tbe C1ty of Santa
Monlca does hereby declare 1tself to be the cow~lssioners of
the Housing Authorlty of the C1ty of Santa Monlca.
SECTION 2.
All the rlghts, powers, duties, priV1l-
eges and immunities vested in the cOMmissloners of the HOUSlng
Author1ty shall hereafter be vested in the City Councll of the
Clty of Santa Mon1ca.
SECTION 3.
The Clty Clerk shall cert1fy to the
adoptlon of th15 resolution, and thenceforth and thereafter the
same shall be 1n full force and effect.
