SUBJECT: Designation of Executive Director and Secretary for
Housing Authority
INTRODUCTION
This report recommends that the Housing Authority adopt the
attached resolution designating the city Manager as Executive
Director and the City Clerk as Secretary for the Housing
Authority.
BACKGROUND
By Resolution No.2 of the Housing Authority, adopted January 27,
1975, the bylaws of the Housing Authority were adopted, wherein
it was provided that the Secretary shall be the Executive
Director of the Authority, with general supervision over the
administration of the Authority's business and affairs, and be
charged with the management of the housing projects of the
Authority. It further provided that the Secretary shall keep the
records of the Authority, act as secretary of the meetings of the
Authority and record all votes, and keep a record of the
proceedings of the Authority in a journal of proceedings to be
kept for such purpose, and shall perform all duties incident to
this office.

By Resolution No. 5 of the Housing Authority, adopted February
10, 1975, it was determined that the office of Secretary should
not be permanently filled for the present, with the City staff
person assigned to the Authority to serve as Secretary in a
temporary capacity.
FunctionallY, the City Manager serves as the Executive Director
of the Authority and provides the supervision and management of
the Authority projects as set forth in Authority Resolution No.
2. The recordkeeping aspects of this office are currently
carried out by the city staff person in the Housing Division and
by the City Clerk: The Clerk attends the Authority meetings,
records the votes, and provides the minutes of the meeting, with
the Housing Division staff maintaining the records of the
proceedings.
In order to formalize the functional operation of the Authority
and to institute a more efficient method for maintaining the
records of the Authority, it is recommended that the Office of
Secretary of the Housing Authority be divided into two separate
offices: Executive Director, with duties to be carried out by
the City Manager, and Secretary, with duties to be carried out by
the City Clerk.
BUDGET/FISCAL IMPACT
The recomrn.endation presented in this report has no budget or
fiscal impact.

RECOMMENDATION
It is respectfully recommended that the Housing Authority adopt
the attached Resolution designating the City Manager as the
Executive Director and the City Clerk as the Secretary of the
Authority.

A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA MONICA
DESIGNATING THE CITY MANAGER AS EXECUTIVE DIRECTOR AND THE CITY
CLERK AS SECRETARY OF THE HOUSING AUTHORITY
WHEREAS, in Resolution Number 2 of the Housing Authority the
Secretary of the Authority was designated to be the Executive
Director of the AuthoritY1 and
WHEREAS, in Resolution Number 5 of the Housing Authority the
Authority appointed the City staff person assiqned to the
Authority to serve as Secretary in a temporary capacitY1 and
WHEREAS, it has been determined that the needs of the
Authority can be better served by dividing the Office of
Secretary into two offices with the City Manager serving as
Executive Director and the city Clerk serving as Secretary of the
Housing Authority,
NOW, THEREFORE, THE HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Manager shall be the Executive Director
of the Authority and, as Executive Director, shall have general
supervision over the administration of its business and affairs,

subject to the direction of the Authority. He shall be charged
with the management of the housing projects of the Authority.
SECTION 2. The City Clerk shall be the Secretary of the
Housing Authority. The Secretary shall keep the records of the
Authority, shall act as secretary of the meetings of the
Authority and record all votes, and shall keep a record of the
proceedings of the Authority in a journal of proceedings to be
kept for such purposes, and shall perform all duties incident to
this office.
SECTION 3.
The secretary of the Housing Authority shall
certify to the adoption of this Resolution, and thenceforth and
thereafter the same shall be in full force and effect.
