INTRODUCTION The purpose of th1S report 15 to recommend adoption of a resolu- tlon to approve an applicatlon and proJect agreement for HlstorlC Preservatlon Grants-In-Ald Funds to contlnue the Clty'S Historlc Resources Inventory. The fundlng appllcatlon is for $17,900 to fund a volunteers coord1nator and photographlc supplles. The Clty wlll Match th1s wlth approx1mately $25,000 In In-k1nd aSS1S- tance already budgeted In thlS flscal year. Th1S grant wlll con- t1nue efforts by Clty staff and the Landmarks Commlss1on to fully dOCUMent the City's hlstorlC and cultural resources. BACKGROUND Between 1982 and 1983 the C1ty completed a prellmlnary survey of lts archltectural and cultural resources uSlng a team of 10 volunteers. From this survey 2,775 Sltes and structures havlng potentlal archltectural or hlstorlcal signlf1cance were lden- tlfled. The prlmary survey area lncluded the orlglnal Clty boundarles as well as the 700 block of Adelalde Place (See Flgure 1. ) . Of the 660 51 tes which were ldentlfled In thlS area as havlng potentlal slgnlflcance, 508 have been fully researched and documented to date. b~ JAH 8 t985 - 1 - e e On November 1, 1984 Clty staff appl1ed to the State's Department of Parks and Recreatlon for a grant under its HlstorlC Resource Survey Grants Program admln1stered by the Office of H1storic Preservatlon. (The grant appllcatlon was filed pr10r to Councll adopt1on of the attached resolutlon In order to meet grant pro- gram deadllnes, a procedure permltted by the grant program.) Matchlng grant fundlng was sought to complete the research and documentatlon of the remalnlng 152 identlfled sltes in the primary survey area and complete the research and documentat1on for over 700 sltes located 1n the 1906 annexation north of Mon- tana Avenue (See Flgure 2.). The sltes to be surveyed Wlthln the prlmary survey area are both resldent1al and commerclal proper- tles, whlle the area of the City north of Montana Avenue has been ldentlf1ed as havlng outstandlng examples of Span1sh and Perlod Revival residences bUllt durlng the 1920's and 1930's. In addl- tlon to ldentlfYlng buildings, the lnventory will also 1dentlfy other elements of h1storlc or cultural signlflcance incl udlng un1que landscape features, street furn1 ture and llghting. Upon completlon of thlS portlon of the survey, 49% of the Clty'S sltes and structures having potentlal archltectural or hlstorlcal sig- nlflcance wlll have been completed. The Cl ty requested $17,560 1n grant ass1stance to be matched by $ 25,059 worth of in-kind and other serV1ces contr lbuted by the Clty. The grant funds requested wlll be used to hire a volun- teers coordlnator to be selected competl tl vely, and for pho- tgraphic supplies. Approximately $8,000 of the Clty contrlbutlon wlll be to ut1l1ze the serVlces of former Plannlng Dlrector James - 2 - e e W. Lunsford who 1S already on retalner wlth the Clty, 1n part, to contrlbute hlS expertlse on Santa Mon1ca's h1story. The remain- lng $17,059 of the Cl ty share wlll be contrlbuted in-klnd by volunteers and Clty personnel. Staff expects the volunteers to spend 1,750 hours at an average rate of $5 per hour to complete thlS portlon of the survey, ($8,750) and $8,309 1S the In-k1nd cost to the Cl ty to adnun1ster the grant and maUl tor the survey programs. This prO]ect1on 1S conslstent wlth actual costs to conduct the survey work completed In 1982-83. Every effort wlll be made to utll1ze the volunteers who worked on the lnltlal sur- vey. Members of the City's Landmarks COII'mlSS10n w11l also be involved. A descrlptlon of the spec1flc tasks to be completed 1S contained 1n Sectlon B of the attached grant proposal. For the C1ty, the project will be coordinated by Asslstant Planner Karen Rosenberg, Plannlng and Zon1ng D1V1Slon staff llalson to the Landmarks Comrn1SS1on, under the superv1S1on of Carol Waldrop, the Dlvlslon Manager. The results of the survey w111 be used In future cons1deratlon of houslng, redevelopment, general plan and zonlng lssues In the C1ty. As a result of the flrst portlon of the survey, the Plan- nlng and Zonlng D1V1Sl0n publlshed a walklng tour, "Exploring Downtown Santa Monlca". As other portlons of the Clty are sur- veyed, addltlonal walklng tours, drlvlng tours and a sllde show on Santa Monlca's hlstorlc resources wlll be produced. - 3 - e e BUDGET AND FINANCIAL IMPACT The adm1n1strative and cler1cal in-klnd services assoc1ated w1th the proJect are already lncluded as part of the ong01ng respon- 51bill tles of C1 ty staff. Addl t1onally, the consul tlng salary has already been allocated 1n a prevlously executed contract between the C1ty and Mr. Lunsford and the volunteers will prov1de In-klnd services. A complete breakdown of the budget is con- talned 1n Sectlon C of the attached grant appllcatlon. Ap- proprlation authorlty to spend any grant funds that may be received wlll be requested at a future date when exact dollar amounts are known. RECOMMENDATION It is respectfully recommended that the Clty Counell adopt the attached resolutlon to approve the appllcatlon and proJect agree- ment for Hlstor1C Preservation Grants-In-Ald Funds to cont1nue the Historlc Resources Inventory.
