INTRODUCTION The purpose of this report lS to reconrrnend adoptlon of a resolu- tlon extendlng the tlme perlod for exerC1S1ng the Certlflcate of Approprlateness for the removal or demolltion of the Rapp Saloon, a Cl ty Landmark at 1438 Second Street for an adcil tlonal tlme perlod of 180 days. BACKGROUND On November 12, 1985, followlng a publlC hearlng, the Clty Coun- ell approved a motlon dlrectlng the Clty Attorney to prepare an Emergency Ordlnance granting the Cl ty Councll, after recei vlng the reconrrnendatlon of the Landmarks Commlsslon, the authorlty to adopt a resolutlon to extend the perlod of time durlng WhlCh a Certlflcate of Approprlateness must be executed. On November 14, 1985, fo11owlng a publlC hearlng the Landmarks CommlSSlon unanimously endorsed the adoption of an Emergency Or- dlnance and approved a motlon recommending that the Clty Councll adopt a resolutlon to extend the Certlficate of Approprlateness - 1 - II-c, IllV Z 6 f985 e e .' tlme perlod for the removal or demolition of the Rapp Saloon at 1438 Second Street for an addl tlonal 180 days cornmenc~ng on De- cember 13, 1985 and explrlng on June 10, 1986. The action of the Landmarks Commls510n was based on the fact that the property 15 ~n escrow and that the purchasers intend to ma1nta~n the Rapp Saloon on ~ts orlg1nal slte. In order to insure the bUllding' s contlnued preservat~on whlle the purchasers beg1n to assemble the re50urces for the purchase of the property, staff recommends that the resolut~on contaln a condltlon WhlCh states that durlng the flrst 150 days of the 180 day extenslon no demol1tlon of the bUlldl.ng shall .be permltted under any ClrCllmstance. ~UDGET/FINANCIAL IMPACT The reconunendatlon contalned 1n thlS report does not have a budget/f1nanClal lmpact on the C1ty. THE CITY COUKCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SEeTlOi:-, 1. SECTION 2. Dur1ng the f1rst 150 days of the 180 day exten- Slon, demcl1.tlon of the Rapp Saloon shall be prohiblted. SECTION 3. That the Cl ty Clerk shall cer;:'lfy to the adop- tlon of tillS Resolutlon, and thenceforth and thereafter the same shall be 1n full force and effect.
