SUBJECT: Recommendation to Adopt General Plan Amendments
Relating to CA-Zoned Property on the Block Bounded by
21st street, Broadway, 20th street and Santa Monica
Boulevard
INTRODUCTION
This report recommends the adoption of a Land Use and Circulation
Elements map amendment and the addition of a Land Use Element
policy regarding Floor Area Ratio (FAR) calculations for certain
classes of parking structures in the hospital area.
These changes are consistent with similar policies of the
Hospital Area Specific Plan (HASP) for the block bounded by 21st
street, Broadway, 20th street and Santa Monica Blvd. as
recommended by the Planning Commission. These items are being
put forward at this time to facilitate resolution of zoning
issues in view of the delays which have been associated with
adoption of the HASP.

BACKGROUND
The city's 1984 Land Use and Circulation Elements (LUCE) called
for the preparation of Specific Plans for the City's hospital
area. Over one year ago, the draft Hospital Area Specific Plan
(HASP) was issued. For a variety of reasons, adoption of the
HASP has been delayed and is still pending.
The block bounded by 21st street, Broadway, 20th Street, and
Santa Monica Blvd. is entirely in commercial use and includes a
large office building, the GTE switching station, a large surface
parking lot, a restaurant and various st. John's Hospital
offices. The central portion of the block is zoned "CA", or
Commercial Administrative, a zoning classification which will be
eliminated with adoption of the revised City-wide Zoning
Ordinance. Thus, there will be a need for reclassification of
the block. In addition, the adopted LUCE policy map shows the
central part of the block as "Low Density Housing", part of a
broad land use policy designation generally consistent with areas
west and east of the block in question, but not consistent with
existing use and zoning of the property.
The HASP proposed a set of land use and zoning policies which
would designate the CA portions of the block as "CP" or
Commercial Professional, which is the basic hospital-related
zoning of the city. Therefore, staff is recommending an

amendment to the Land Use Element policy map. These
recommendations have been endorsed by the Planning Commission.
An additional policy recommendation of the HASP is the creation
of a special policy regarding the floor area ratio calculation
for parking structures which are either addressing an existing
parking deficiency or are replacing existing parking. Such
parking structures would not be subject to an FAR limitation, but
would have to meet height, setback and other zoning requirements.
This policy is intended to facilitate the provision of additional
parking resources in the hospital area, which has documented
parking shortages. Both hospitals have acknowledged parking
deficiencies and have plans to eliminate those deficiencies. In
addition, as a condition of a subdivision approval for the
General Telephone property on the block in question, the city
required the provision of additional parking so that the large
office building on the site will have adequate parking provided.
An application is pending for this project, and the parking
structure FAR policy is consistent with the objectives of this
project.
BUDGET/FINANCIAL IMPACT
The recommendations of this report have no budget/financial
impacts.

RECOMMENDATION
It is respectfully recommended that the city Council:
1) adopt the attached resolution certifying the HASP EIR for
purposes of acting on the General Plan amendments; and
2) adopt the attached resolution approving amendment of the LUCE
map and creating a policy pertaining to FAR calculation of
specified parking structures in the hospital area.

ON THE HOSPITAL AREA SPECIFIC PLAN
WHEREAS, a Notice of Preparation of an Environmental

Impact Report was issued in July 1986; and
WHEREAS, Notice of Completion of a Draft Environmental
Impact Report was published in November 1986; and
WHEREAS, a public review period on the Draft Environmental
Impact Report ended in December 1986; and
WHEREAS, in March 1986, the City Planning Commission
reviewed the Final Environmental Impact Report; and
WHEREAS, in October 1987, the City council, as Lead City
Agency, reviewed the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The city council has reviewed the Final
Environmental Impact Report on the Hospital Area specific Plan
consisting of the Draft Environmental Impact Report, public
comments and City responses.

SECTION 2.
The City Council finds that the Final
Environmental Impact Report adequately reviews and analyzes
potential environmental effects of the proposed project and that
the environmental review for the project was conducted in full
compliance with state and City CEQA guidelines, that there was
adequate pUblic review of the Draft Environmental Impact Report,

that the City Council has considered all comments on the Draft
Environmental Impact Report, and responses to comments, that the
Final Environmental Impact Report adequately discusses all
environmental issues and that the City Council has considered the
contents of the Final Environmental Impact Report in its
decision-making process.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.

Add the following new policy 1.13.3:
Parking structures developed in the CP District in which at least
half of the spaces are provided to address an existing parking
space deficiency or are replacing existing parking spaces shall
